SUBJECT: CENTER LANE Operations (U)
ISSUE. ACSI question during 23 Feb 84 In Process Review (IPR) concerning when
INSCOM was tasked to do application work (vice R&D activity) (S/CL-1/NOFORN).
FACTS.
1. (S/CL-1/NOFORN) DAMI-ISH files indicate that OACSI interest in Psycho-
energetics lay in military application from the beginning of our involvement.
a. (S/CL-1/NOFORN) A 6 Aug 78 Information Paper for the ACSI to present
to CSA recommends "That the Army develop a rational, comprehensive program to
examine military applications of Psychoenergetics, and that OACSI have DA
Staff proponency."
b. (S/CL-1/NOFORN) A 1 Sep 78 plan for the immediate future listed as
goals the collecting of intelligence on opposing enemy forces and the develop-
ment of countermeasures to possible enemy use of psychic phenomena.

d. (S/CL-1/NOFORN) And finally,an 18 Jun 79 ISH paper states that "The
Army program is, initially, to verify the phenomena" with DARCOM and INSCOM
participating. INSCOM was to ". . . attempt to apply remote viewing to
intelligence collection."
2. (S/CL-1/NOFORN) INSCOM agreed to participate in the project on 11 Oct 79
and on 4 Sep 79 conducted their first operational RV session against a missing
AGE aircraft at the direction of OACSI. The INSCOM success on this task leader
to other operational taskings by OACSI and by 22 Jul 80 an ISH paper reflects
that tasking has been expanded to include ". . . a select number of cleared
consumers, including the CIA and the DOD Iran Task Force."
