The 18th Annual Federal Safety Conference will be held in Chicago
on October 28, 29, and 30, 1963, in conjunction with the National
Safety Congress.
This conference presents an excellent opportunity for discussion
and exchange of ideas on accident prevention and safety in our
Government departments and agencies. It will not only provide
stimulation to do a better safety job but will give each partici-
pant practical information on the latest accident prevention
techniques. Your designated member of the Federal Safety Council,
Mr. I will be furnished detailed information o
concerning the conference and its program.
I would appreciate your approving the attendance at this conf rence
of personnel from Washington and the field who have responsility
for your agency`s safety program. We would particularly waadt you
to encourage the attendance of those staff members presentlr
serving as field Federal Safety Council chairmen.

I am enclosing two new publications we are issuing in
connection with the 50th Anniversary of the Department of Labor.
These sister histories trace, one in a documentary and
the other in a less formal, more illustrative manner, the pro-
gress of the Department of Labor from 1913 to 1963. You will
note that THE ANVIL AND THE PLOW, the more extensive history,
includes a series of appendixes giving data on events, legis-
lation, appropriations and personnel which may be of use to you.
CHALLENGE AND CHANGE is, I feel, an easily read brief history
which is accompanied by a series of charts contrasting human
welfare around 1913 with that of today.
We hope you will share our Anniversary with us through
THE ANVIL AND THE PLOW and CHALLENGE AND CHANGE.
