1= THIS MESSAGE TRANSMITS INSTRUCTIONS FOR THE PREPARATION AND
SUBMISSION OF FY 86-90 S&IA NEW INITIATIVES.
2. SINCE THERE IS NO LONGER A S&IA PROGRAMOBJECTIVE MEMORANDUM
{POM}, THE VEHICLES FOR ADDRESSING NEW CI INITIATIVES/PROGRAMS IN
TERMS OF DOLLARS/MANPOWER ARE THE PROGRAM -ANALYSIS RESOURCE REVIEW
{PARR}, DUE IN JANUARY EACH YEAR AND THE TOTAL ARMY ANALYSIS {TAA}
DUE IN SEPTEMBER. THE PARR ACCOMMODATES CIVILIAN SPACES AND OMA
DOLLARS, WHILE THE TAA PROVIDES FOR MILITARY SPACES. THE GROUP
INPUT FOR THE SEP 83 TAA CONSISTED OF VALIDATING APPROPRIATE
INITIATIVES IN PARA 3. BELOW. INPUT IS NOW DUE FOR THE PARR.
3. LISTED BELOW ARE INITIATIVES WHICH WERE SUBMITTED DURING THE
85-89 DATA CALL. THE INITIATIVES WILL BE REVALIDATED AS NECESSARY
