Approved For Release 200010810b - 00140001-9 IAGPA-F-SD 28 November 1984 SUBJECT: CENTER LANE Funding and Project Summary (U) ISSUE: (U) To provide the OACSI, HQ, DA action officer (MAJ Rawley) with information to respond to a USDRE request for CENTER LANE information. 1. (S/CL-2/NOFORN) The INSCOM CENTER LANE Project (ICLP) (previously GRILL FLAME) is a Secretary of the Army approved Special Access Program conducted by the US Army Intelligence and Security Command that enhances intelligence collection and OPSEC operations with psychoenerget.ics. 2. (S/CL-2/NOFORN) The ICLP mission (1983 to present) is to conduct psychoenergetic intelligence collection and counterintelligence operations and train selected personnel in state-of-the-art psychoenergetic intelligence collection and counterintelligence techniques. a. (S/CL-3/NOFORN) OPERATIONS (1983 to present): ICLP has conducted collection operations in support of INSCOM, DIA, NSA, and CIA intelligence collection requirements. Results of these operations, independently evaluated by the requesting agencies, have proved useful. to the Intelligence Community. h. (S/CL-3/NOFORN) TRAINING (1983 to present): ICLP employs a comprehensive psychoenergetic training program to provide selected personnel with the requisite skills necessary to perform collection and counterintelligence operations. The training is conducted by internal ICLP resources and external contractors (primarily SRI-International). (S/CL--3/NOFORN) In July 1984 CG, USAINSCOM recommended, and the ACSI, HQ, DA and Secretary of the Army approved the discontinuance of ICLP and the transfer of operational and research activities to appropriate DoD agencies by 31 December 1984. ICLP ceased intelligence collection operations on 28 September 1984, and dedicated its resources towards the accomplishment of its training mission. CENTER LANE is scheduled to transfer to DIA on 31 December 1984. 4. (U) FUNDING: a. (S/CL-2/NOFORN) FY 83: ICLP expended $148,000 during FY 83 to cover remote viewing (RV) training contracts and operating costs (civilian salaries, TDY expenses, word processing equipment purchases, maintenance and equipment rental contracts, and supplies), HQ USAINSCOM funded the entire FY 83 ICLP effort. b. (U) FY 84: ICLP funding sources and amounts expended are listed below. Figures represent actual amounts spent and include civilian salaries, but do not include military salaries. (1) (S/NOFORN) Under Secretary of Defense, Research and Engineering: $469,925. Total amount awarded to SRI-International, Menlo Park, CA for development of a screening/selection profile for identification of potential remote viewers; determination of the countermeasure potential of extremely low frequency (ELF) electromagnetic radiation; development of a "search for" form of remote viewing; and remote viewing applications training. Scheduled contract completion is 21 December 1984. Information provided by the contractor to date has improved remote viewing quality and the intelligence collection capability of ICLP. (2) (U) Headquarters Support Division, HQ, USAINSCOM, Ft. Meade, MD: $113,250. Amount expended covered civilian salaries and ICLP operating costs. c. (U) FY 85: HQ, USAINSCOM has programmed $51,000 to cover ICLP operating costs for first quarter FY 85. Funds for the remainder of FY 85 have not been programmed because of the pending transfer of ICLP to DIA. - aFo7a5.
