(S/CL-I/NOFORN) On 16 Mar 83 the ASA(RD&A)" was briefed on CENTER LANE, a US Army Intelligence and Security Command (INSCOM) Special Access Program which utilizes an aspect of. parapsychology known as Remote Viewing (RV) as the collection method for obtaining information of intelligence interest. The ASA(RD&A) approved the use of Program 6 funds for CENTER LANE and specifically approved the five projects listed below: a. (S/CL-i/NOFORN) Coordinate Remote Viewing (CRV) train- ing; approximate cost $96K. b. (S/CL-l/NOFORN) Identification and selection of personnel; approximate cost $100K. c. (S/CL-1/NOFORN) Audio analysis; approximate cost $70K. d. (S/CL-l/NOFORN) Initiate work to develop a "search for" 'technique; approximate cost $125K. e, (S/CL-l/NOFORN) Biofeedback equipment; approximate cost $25K. 2. (U) The ASA(RD&A) decided that requests for funds would be submitted to the DCSRDA. In keeping with that decision, funds are requested for the following refined list of projects: a. (S/CL-2/NOFORN) CRV training: three new personnel in stages 1 through 3 (of 6 stages) - $70K; stages 5 and 6 for one advanced person $40K. (Total $110K.) b. (S/CL-2/NOFORN) Develop a testing technique for the identification and selection of personnel with a higher degree of talent for RV than the general population - $120K. ? (S/CL-2/NOFORN) Examine correlation between RV per- formance and ambient Extremely Low Frequency (ELF) fluctuations, and determine the possibility of RV jamming - $65K. This project replaces the previously approved audio analysis project. While audio analysis is an important area for study, preliminary infor- mation is sufficient to meet immediate needs and ELF study is of greater potential utility now: d. (S/CL-2/NOFORN) Develop a "search for" technique (target upon a person or thing rather than on a geographical coordinate) - $175K. e. (S/CL-2/NOFORN) Acquisition of biofeedb'gck equipment for use in training and pilot testing during RV sessions $26.5K (list of equipment is at-Enclosure 1). 3. (C) If Program 6 funds are approved for the above listed projects, request that DCSRDA action officer disperse the funds after consultation with CENTER LANE Project Officer to ensure that contracting and security requirements are met. Further request that authorization be granted for fund dispersement over the next six months, as necessary, so that the contracting pro- cess does not have to be totally accomplished within FY 83. 4.
