MEMORANDUM FOR THE RECORD
SUBJECT: Cancellation of the INSCOM CENTER LANE Project
1. (S/CL-1/NFORN) CG, USAINSCOM announced his decision on 13
July 1984 to terminate the INSCOM CENTER LANE Project (ICLP)
effective 30 September 1984. The Chief of Staff, USAINSCOM
notified the ICLP Manager on the afternoon of 13 July of the
decision, and that the CG had the following three concerns:
a. (U) The primary concern is the people assigned to
ICLP. Every effort will be made to reassign personnel IAW their
personal preferences if/as appropriate.
b. (S/CL-1/NFORN) The second concern is to transfer
appropriate functions to the U.S. Army Medical Research and
Development Command (USAMRDC).
c. (S/CL-3/NFORN) The final concern is to transfer the
operational aspects of the ICLP to DIA.
The Chief stated that the CG is aware of the potential of the
ICLP, and that he wants to be kept aware of developments in the
psychoenergetic field, but that it is not considered in the best
interests of INSCOM to continue with the Project. It is better
for the effort to be split into operations and applications, and
that DIA and the USAMRDC are better equipped to run the program.

SUBJECT: Cancellation of the INSCOM CENTER LANE Project
2. (U) On 12 July 1984 the Chief of Staff directed the ICLP
manager to prepare impact statements if the decision was made to
close the program. These papers are attached as Incl 1, 2, and
3, and were delivered to the Chief after the CG had made the
decision.
3. (S/CL-3/NFORN) Based on a recommendation from the ICLP
manager, the Chief authorized the continuation of CRV training,
at least for the near term, and contact with appropriate
officials at DIA and NSA to transfer functions as appropriate.
The Chief also directed that a tipeetable for,. the closure be made.
