SUBJECT: GRILL FLAME Briefing to BC Teal, 1 June 1981
1. During my recent visit to the Intelligence School, I provided BC Teal
an update briefing on the status of project Grill Flame. BC Teal was aware
of the project from his previous assignment, at OACSI.
2. Prior to leaving Ft Meade I had been instructed by BC Flynn, DCC-I, to
only brief BG Teal and, if BC Teal was not available, to only brief COL (P)
Roy Strom, DCDR, USAICS. BC Flynn had coordinated these instructions with
BG Teal.
3. However, when I arrived at the Intelligence School, BC Teal directed
COL (P) Strom to sit in on the briefing. Both CDL (P) Strom and I reminded
BC Teal of his agreement.with BC Flynn concerning the sensitivity of the
project and the limited access desired. BC Teal acknowledged his prior
conversation with BC Flynn but directed that I go ahead and brief the both
OF them. I complied.
4. I had BC Teal and CDL (P) Strom sign Grill Flame Security Agreements.

I suppose Scotty could have phoned for permission to brief COM(P) Strom
prior. to proceeding; however, I feel. he used good judgment by conforming
to BG Teal's desires. We needed Teal's goodwill in order to proceed with
the purpose of his visit.
