MEMORANDUM FOR: ADCSOPS-HUMINT 22 March 1982
SUBJECT: Briefing for IC-GDIP Staff (U)
1. (FOUO) On 16 March 1982 from 1000-1330 hours an information
briefing concerning INSCOM's, GRILL FLAME Program was presented
at Building T-2561. Attendees were:

GDIP Staff: SG1J
OACSI: LTC Carl Jordan
MAJ Gerald Fox
2. (C) Topics covered during the briefing were:
a. Different roles of INSCOM and DIA in the GRILL FLAME
Program (Incl 1).
b. History of INSCOM's. involvement in GRILL FLAME.
c. Completed projects - Requestors evaluation.
d. Completed projects - Still under evaluation by
requestors.
3. (S) The briefing was well received. The participants
questions concerning target technique, project tasking and
project management were all satisfactorily answered. Considerable
discussion took place concerning the project cycle, i.e., tasking,
operations, report preparation and forward to requestor, and
external contracts especially those with SRI International.
4. (FOLIO) IC staffers made the following comments:
a. Army needs to do a better job in "selling itself." Army
has a viable project which should be-briefed to other. selective
staffers to possibly include selective Congressional and 0MB staffers.

Army should not rely as much on Dr. Vorona (DIA) to represent
Army as he has done in the past (LTC Jordan will take the action)
b. Army need not completely disassociate itself from DIA,
but a clear distinction between the program's need be drawn. A
new name for Army's program would be a desirable first step.
