Principal purposes for this trip were as follows: a. Review the status of design work on the proposed new receiver base station for the Office of Communications' 25X1A requirements in Site of the proposed station is 25X1A 25X1A The present base station is located 2 25X1A Design of this station has repeatedly fallen behind schedule. (SUMMARY: Virtually no Architect-Engineer (A&E) effort since November 1968, apparently due to his refusal to do further design until all requirements relayed to him by 25X1A 25X1A appears to have made no effort to encourage the A&E to proceed with a multitude of design tasks for which requirements were already available - particularly in the structural and mechanical design. The A&E has now provided the following schedule for completing his work: (Information not available at this time.). 25X1A agreed to provide weekly status reports. Following completion of design, one month must be allowed 25X1A for review by and Headquarters, plus two additional months for advertising of the job and consequent award to the successful bidder. Estimated time for beginning construction is thus NA 1969; approximately one year will be required to complete the job.) b. (SUMMARY: As of 10 April 1969, the job was 12.5% complete; completion date has slipped from 8 December 1969 to 5 January 1970. The general contractor proposes to make up this lost time, but this estimate is unlikely. There are already some indications that the mechanical contractor is the weak link 25X1A and will probably be responsible for future slippages. The Commo engineers in are doing an excellent job of monitoring the construction as well as answering the numerous incidental questions that the contractors ask. An additional $50,000 funding is required; and FY-68 funds will be sought to meet this.) d. The following detailed notes pertain to TDY 25X1A during the period 30 March thru 11 April 1969. 2. PRINCIPAL PERSONNEL CONTACTED DURING TRIP: 25X1A 25X1A 3. MISCELLANEOTJS ITEMS PERTAINING TO _ a. The following information was given to in order to resolve various details concerning the construc- tion of the receiver station: (1) We will supply and install the balance alarm switches on the exterior doors to Corridors 106 and 116; we will also supply and install the alarm monitor panel for this system; the Contractor will furnish and install the conduit. (ACTION - COMMO) (2) The Contractor will furnish and install the anchor bolts for the microwave tower. (Note: If the tower supplier is furnishing American threaded nuts for these bolts, we must specify American threads on the anchor bolts and supply the necessary taps and dies) (ACTION-- CONIMO ) (3) We will furnish and install all components of the paging system, except for the conduit and outlets which are to be furnished and installed by the Contractor. Conduits will be terminated in the Link Equipment Room. (ACTION - COMM) (4) The Contractor shall plug all empty conduits to prevent debris, insects, rodents from entering. Contractor shall install pull wires in all empty conduits. (;5) The Contractor shall provide bushings on both ends of conduits thru which the coaxial cables will enter the building. The supplier 25X1A of the radome _ furnishes nuts for these anchor bolts; hence it was agreed that we would furnish the anchor bolts in order to assure proper threading. (ACTION - COMMO) 25X1A 25X1A c. Inspection of the load bank revealed it to be wired for 220 volt delta contrary to the 380/220 volt wye system to be used. The only available Powercon drawings (16888-D series) confirm this incorrect wiring, although the Bill of Materials' specified this particular load bank to be 380/220 volts wye and identifies the load bank drawings as 16888-B. The necessary corrections and revised drawings should be forwarded to 25X1A (ACTION - COMMO) 25X1A d. agreed to obtain the maps of the 25X1 A WM area that OC-ES had requested thru The maps will show the correct routing of the = 25X1A 25X1A 25X1A 25X1A 25X1A b. Since some minor damage was noted on the crates con- taining the new switchgear and load bank, the packing was partially removed in order to make a more thorough inspection. The switchgear was dry and undamaged; the load bank was very wet but undamaged; the NiCad batteries (which were shipped with electrolyte in them, contrary to specs) were wet~with electrolyte but apparently undamaged; the battery charger was both wet and damaged (broken meter due to completely inadequate packing). - requested instructions for storing the NiCad battery bank. (ACTION - COMMO) e. Inspection of available drawings indicated that there MAY be a restriction on antenna tower heights at the trans- mitter site. The restriction was interpreted to he 1411 agreed to inquire thru available as to the accuracy of this possible restriction. ACTION-- CODM'1'J ) 25X1A 25X1A 25X1A 25X1A f. has resolved the questions pertaining to avail- ability of the - construction crew which has been so helpful in the past. This crew will be available for antenna erection work: at the site. g- advised that they had modified the SY-3 equipment to obtain acceptable performance. 25X1A recalled that the SY-3 prototypes had had a DC supply to the light bulb; the/production models in _ have an AC supply. 25X1A The resultant'50 cycle modulation on the signal created a "gravelly" 'effect. designed and installed a DC supply, and theoblem disappeared. It may be possible that a 60 cycle AC supply does not introduce noticeable AC modulation'on the signal. (ACTION - CoM O). I noted that 25X1A the TMC drawings furnished with the generators are not accurate in regard to wiring details, whereas drawings that OC-SCD 25X1A recently dispatched tondo show correct wiring. This discrepancy should be resolved formally. (ACTION - COMD) 25X1A 4. MISCELLANEOUS ITEMS PERTAINING TO a. The new switchgear is now in use. Some trouble was encountered in activating it, as the controls had been predicated on the use of an UPS which was not furnished. This difficulty was resolved. Another difficulty remains. There appears to be no way of automatically starting the second generator if the preferred unit fails; this problem is significant when com- mercial power has also failed. (ACTION - COMMO) 25X1A b. The commercial ring bus at the transmitter station is scheduled to be converted to 11,000 volts later this year. 25X1A The present voltage is 3300 volts. llllllllllllllllll~is thinking of purchasing a 1000 KVA transformer bank which exceeds present maximum demand of 250 KW by an unusually large amount; the 1000 25X1A KVA transformer is estimated by AIIIIIIIIIIIIIIIIII to cost about $2,500. A 750 KVA bank would cost approximately $2,000. At the present time the transformer bank comprises two 150 KVA units. (ACTION - COM) c. The 1" taps and dies arrived for the radome anchor bolts. Unfortunately, - had overlooked the fact that some 25X1A 1 "' anchor bolts were also to be installed. We agreed to use i threads, but it should be noted that these will not mate with the manufacturer-supplied American threaded nuts. (ACTION - CONMO) d. There have been some construction difficulties due to the fact that the seems to have failed to pass the January 1969 set of radome shop details to 25X1A These are currently being resolved. 25X1A e. The only "acoustical" tile that meets fireproofing requirements is an "Asbestolux" tile. This appears to be too,3igid for preventing excessive reverberation, and it also,.ppears to produce a rather fine dust. Hopefully, painting will reduce the dust problem, but only experience willl'indicate how satisfactory the acoustical properties 25X1 A may be. ~ is using this tile in other jobs, but we could not obtain any reading as to its performance. 25X1A ..
