2. (5/NOFORN) As a result of recent discussions held by the DIA level
GRILL FLAME Committee, numerous gray areas of the original reference a proposal
have been clarified and considerable modification of the proposal has occurred.
My original concerns, as expressed in reference b, have been resolved.
3. (5/NOFORN) It is evident that INSCOM'e mission requirements would now be
fulfilled by the proposed FY81 DIA contract with SRI. This proposed contract
is now to include audio analysis (et $70K) and advanced remote viewer training
in the "new" 6 phase method (at $50K). Under these circumstances, I consider
INSCOM participation in the contract effort to be appropriate. INSCOM, DCSRM
will MIPR $120K to DIA upon receipt by INSCOM of the total $150K FY81 IGFP
budget from your office. The remaining $30K of that budget will be retained
by INSCOM for FY81 GRILL FLAN operations and in house training requirements.
