1. (C/NOFORN) Attached is a proposed Statement of Work for FY82 services
to be performed in support of HQ, INSCOM as part of a joint contract between
DIA/INSCOM and SRI-I.
2. (C/NOFORN) Request the proposed Statement of Work be reviewed by
appropriate medical and legal authorities to determine if it falls under
the provisions of procedure 18, DoD Directive 5240-IR which governs the
experimentation on human subjects.

MFR: In FY81 a disagreement existed between AGC and Surgeon General Office
on whether the Army portion of the contract with SRI-I fell under the
provisions of procedure 18. This letter requests an early decision
to avoid the problems caused by the delay in forwarding FY 81 funds.
