MEMORANDUM FOR LTG C. C. PIXLEY, THE SURGEON GENERAL
SUBJECT: Assignment of Behavioral Scientist as Consultant for Project
GRILL FLAME
1. On the advice of COL Edward L. Buescher, Chairman, Human Subjects
Research Review Board, request you designate COL Harry C. Holloway,
Professor and Chairman, Department of Psychiatry, Uniform Services
University of Health Sciences, as a consultant to Prs~ject GRILL FLAME.
COL Holloway's services would be required for approximately eight months.
2. COL Holloway provides some expertise that heretofore has been lacking
in GRILL FLAME. He would primarily engage in assisting various DA
organizations and contractors during critical development of GRILL FLAME
protocols. Additionally, he would monitor the whole project from the
perspective of a behavioral scientist.
3. We are entering the next phase of GRILL FLAME, in which a different
"activity" is to be explored for its military potential. On 3 April
the Under Secretary of the Army was briefed by project officers from
Redstone Arsenal. His comments at the conclusion were to the effect
that no time should be wasted in getting this part of GRILL FLAME moving.
This means that the services of your GRILL FLAME Human Use Review Panel
would once again be required, possibly within the next six to eight weeks.
