1. At Inclosure 1, is a paper prepared for the USAF, by Neil S. Hibler, Ph.D., titled
"Investigative Aspects of Forensic Hypnosis". This documentlis for your information
and retention. -
2. At Inclosure 2, is a proposed Appendix Q to CID Regulation 195-1 which establishes
policy and procedures in the use of investigative hypnosis in criminal investigations.
3. Request that addressees review both documents and comment on the practicality and
feasibility of INSCOM's operational units using investigative hypnosis as an investigative
aid in mission accomplishment e.g., development of investigative leads, recall identities
of persons or places, provide more complete details of incidents or conversations, etc.
