asked whether I agreed with the proposal that
ou d be made Chairman of the Career Service Board and I
indicated my agreement.
2. At the morning meeting, referred to certain indications and stated
that we should regard the possibility that the Soviets would pull out of
Germany and Austria. It was by no means a problem at present but deserved
some thoughtful consideration, in my opinion, and the making of tentative
plans by PSB.
3. Also at the morning meeting, called attention to the rather
confusing indications as to the present status of Sino-Soviet relations.
)4. Noted that even the Italians had agreed that the Albanian situa-
tion was not explosive at this moment.

6. Otto Guthe consulted me on the following matters:

a. 4ith respect to NIE-88, his people wish to make a direct
issue of jurisdiction as between CIA and State. I tend to believe
that this should be perused at the level rather than
at the working level as our initia app roach already been made.
b. Guthe had some personnel problems and I pointed out to him
