1. Mentioned at the Deputies' meeting that Henry Byroade of
State would be receptive to an invitation to visit CIA. The Director
indicated that Frank Wisner and I might well give him a luncheon and Frank

in Surinam which had been obtained by one of people at the
request of Mr. Dulles. At the meeting I spoke to Mr. Wisner and requested

1. Spoke to Gen. Partridge and Gen. Weckerling respecting
JCS 1953/11. Both seemed upset about releasing a JCS paper which had
not been passed on by the JCS, but Partridge suggested that we get it
from the Office of the Chief of Staff of the qty, in the form of a
memorandum from that office which was identical with the JCS paper.
Accordingly, I called Gen. Oakes, Sec. of the General Staff, and told
him that if he could not clear dissemination with us I desired to speak
with Gen. Bull.
5. Spoke with Gen. Partridge as to the IAC designee for the
summary evaluation of the vulnerability study. Partridge indicated
that an air officer had been decided upon and I spoke with Ackerman on
this. Later was informed by Ackerman that Gen. Samford, upon his
return, had indicated a desire to sit on the senior committee. So
advised of 0/NE, and also suggested that they get
in touch directly with Col. Porter and a representative on the working
level committee.
6. Upon receipt of instructions from DCI, cancelled a pro-
jected meeting with Gen. Weckerling and Fisher Howe respecting intelli-
