1. - mentioned Adm. Radford's cable to Gen. Smith relating
to ruler shipments to China and I explained that Mir. Amo had this matter
under study and referred the cable to him. Later showed me an 25X1A9a
interim reply to Adm. Radford, which I approved.
2. Noted on DCI's copy of SCAG report an inquiry as to whether
he should do anything about it and I requested Chris to, give him a note
saying that there was nothing to be done at this time. This matter can be
pursued through the Brownell Committee report.
3. Had a chat with Messrs. Amory, Howe and Evans (the latter two
of State) respecting the EDAC intelligence working group. We were in com-
plete agreement that this should be an intelligence unit, the representatives
from operating agencies being called in for intelligence information, and
that revision should be made for review of any disputed items by 1IC, before
referral of such items to IAC. All felt that these objectives might be
secured under the present exchange of letters, as a matter of interpretation,
although in some cases this interpretation is a strained one.

4. Discussed with of O/SI the draft ad 25X1A9a
hoc Scientific and Technical Committee report. was unhappy on two
points, primarily: rS I
a. The abolition of working-level committees. With respect to this
point, I explained that the consultation groups could be utilized
as committees in everything but name, although CIA no longer
would have the chairmanship as such.
b. That CIA no longer possessed the "leadership? in this field and
25X1A9a by this I understood - to mean authority to coordinate
activities. As respects this point, I was not sufficiently
satisfied that the preexisting arrangement was calculated to
produce intelligence of such quality as to justify the Director
continuing to take responsibility therefor. Under the new
arrangement, there is a clear allocation of responsibility and
O/SI can continue its leadership, even though not in the chair,
if, indeed, its work is clearly superior in quality to that of
all other agencies. Moreover, I was unwilling at this time to
take the position that the Military Services were incapable of
meeting the responsibilities they were requesting.
