looking into the affairs of (pursuant to a discussion at a recent
morning meeting) and pointed out had also acted as a source. He
wondered as to the application of the Directors order on revealing sources
and I indicated that, so long as Mr. Hedden was advised as to the facts he
could be relied upon to interpret the order properly.

might be accomplished by diverting one of the regional offices recently

8, After talking with Mr. Sheldon respecting his investigation
of the intelligence support afforded the Operational Offices., I raised with
Mr. Wisner the question of organic intelligence units for Operational Offices,
It seemed tome that it was not feasible to obtain adequate support for
these'Offices from other agencies, nor was CIA's normal organization to
afford intelligence for the NSC adequate to Operational needs. I suggested
that we have this situation surveyed and Mr. Wisner was in agreement.
9. Also discussed with Mr. Sheldon the job of coordinating
intelligence memoranda as between O/NE and O/CI and assured him that I
25X1A9a would take no action on memorandum before he had a chance to
express fully all of his views.
10. At the Loyalty Board hearing, Mr. Amory mentioned a survey
being conducted by Mr. Hedden respecting intelligence on East-West trade,
about which I had not previously heard. Later in the day I asked the
Director about this and he referred me to Mr. Hedden. Apparently Hedden
had expressed the view that there was considerable duplication in Govern-
ment in East-West trade intelligence support and he had proposed looking
into the situation, and the Director acquiesced.
