1. , Acting AD/CI, consulted me on a question of SI
clearance of an individual in Mr. p,noryts office, o/RR. I approved Mr.
25X1A9 desire to make this clearance available not earlier than the
date on which the individual in question comes on duty.
25X1X7 2. Discussed with Dr. Kent the question of an exchange of drafts
3. At the Deputies, meeting, the Director indicated that he had
disapproved 0/0's request for additional resident agencies.

visited the White House and I so informed Gen. Smith.

him, but this meeting was later cancelled.
7. In response to my inquiry, the DCI indicated that we would

cedure for getting a publication to Stevenson and Eisenhower,

9. After the IAC meeting, conferred with Adm. Stout, DNI,
respecting the following:
a. Stout called my attention to a complaint from Layton respecting
the attendance of three CIA representatives at the Security Sub-

situation at some length and indicated to Adm. Stout that in the
future the CIA Senior Representative in the area would attend as
adviser to the U.S. Senior Representative. I would consult with

Mr. Wisner as to whether he desired a viorking-level assistant
to attend in order to sit in on meetings of the Security Sub-
committee; this would not be appropriate for the CIA Senior
Representative. I also explained to Adm. Stout the reasons
why CIA insisted on taking no formal intelligence positions
at such meetings, which were intended to stimulate collection
rather than to advise the collectors. Adm. Stout confirmed
my suspicion that these meetings, which had been conceived of
Adm. Stout suggested
that after we had made our decisions, we give him a memorandum
as to our understanding of the procedure at future conferences.
I indicated that as far as I was concerned, it would be
preferable to have the CIA Representative deal through the
Senior U. S. Representative. Later briefed Mr. Wisner on all
of this and requested him, in due time, to have a memorandum
of understanding prepared for transmittal to Adm. Stout and
Mr. Wisner undertook to do this.

who was here on a consultant basis. I suggested that he talk with Mr.
Amory, particularly on O/RR's project relating to the economic basis of
the Russian ILE effort. I also authorized to have

his association with O/CI. Although this has no immediate value, it is an
excellent precaution.

Harriman briefed on this subject. Upon checking, I was not satisfied as to the
state of Harrirnan's clearance, but we shall be able to give him a secret brief-
ing which will probably be adequate.

25X1A9 would be screening such cables here and any such
cables might be referred to him.
15. Briefed all personnel of my office on the fact that my arrange-
ments with Mr. Wisner were that operational cables received here were for my
information and were not for dissemination to the Intelligence Offices or
elsewhere. If we desired one of our offices to have the material in such
cables, we could do this by insuring that an appropriate PD is sent to the
office.

tions. I disapproved of such dissemination.
18. O/CI consulted me as to giving a copy of the CIB to
Gen. Cabell and I approved such dissemination.
19. Gen. Samford phoned and indicated that Gen. Walsh and he
were agreed as to the value of his redraft of the summary evaluation of
the U.S. security position and this would be cleared with 25X1A9a
on Friday. Accordingly, there would be no need to send the Progress
Report to the NSC.
