25X1A9a 1. At the Deputies' meeting Frank Wisner recommended that
be sent to Turkey and I seconded his recommendation.
2. Chatted with Mr. Amory on Frank Wisner's suggestion that
we brief Mr. Harriman on certain questions relating to China trade which
Mr. Harriman had put to Wisner. Mr. Amory suggested that we alert William
Welk, MSA representative on EIC who has all of the ultimate conclusions
although he does not have a special clearance. I later did this and shall
also call Mr. Harriman.

3. Discussed with Messrs. Il and II the 0/0 T/O for
1953. The additio for contact personnel was disapproved in toto
and I suggested to that he survey that office and make a formal
report to the Director on the results of this survey.
Lt. At the request of II alerted Mr. Dulles that he
might receive a call from a man representing certain of the oil companies
respecting the FTC Report. This individual had previously contacted Mr.
who is on vacation and who, as I recall, had refused to comment.
Mr. Dulles indicated that he would make no comment, if requested to do so.
5. Capt. Spruance of Navy phoned respecting an operational
item and I referred him to 25X1A9a
6. Arranged for a briefing on flying saucers at 11:00 A.M.

7. Having seen an item from 0/CD relating to the recent

U. Lunched with Col. Pinkney, during which time we discussed
various considerations applicable to the Ad Hoc S&T Committee and I received
a draft paper from him which had been prepared as an extracurricular actioity.
12. Bill Friedman of AFSA phoned about the communication from
San Francisco which I had forwarded to him recently and informed me that
he was adding it to his nut file,
13. Inquired ofl _71 what had been done by 0/NE respect-
ing the request by the NSC Senior Staff to have certain outstanding factual
estimates reviewed by the National Intelligence process. He informed me
that an appropriate minute appeared in the records of the NSC Senior Staff
and believed that the matter of Soviet air OB would be taken up in con-
nection with NIEs 64 and 65. I indicated that there was no need for any
further report if this belief were confirmed.
l1. Received a visit from Col. Todd representing the Air Force
planners who had questions concerning the release of the FTC Report.
Upon the understanding that this information would not be passed beyond
Sec. Finletter, I briefed Col. Todd as to our final review of this paper.
He indicated that they would probably conclude that nothing further could
be done as to the release of the report, but they might request Justice
to delay bringing the case to trial so as to defer any possible unfavor-
able publicity. I made it plain that CIA as an intelligence organization
did not and could not concern itself with such questions.
