1. Mr. Amory spoke to me respecting the urgent need for expediting
clearances of clerical personnel and I requested Mr. Wolf to see what could be
done on this.
2. Chatted briefly with Mr. Dulles respecting the report on India,
procured as a by-product of an operational project. I am to speak to him
later on this.
3. Mentioned to the Director, at the morning meeting, the views
expressed by respecting Papagos.

5. Checked with on the report of probability of a
revolt in Indonesia on 7 October. 0 CI tended to feel that the capability
for revolt was small and I so reported to the DCI.
6. Arranged with Dr. Andrews for the dissemination of reports

offices, and I emphasized the desirability of obtaining both an evaluation
of the reports and questionnaires addressed to the sources thereof.

8. Mr. Amory phoned me respecting an inter-Governmental meet-
ing having on the agenda China trade. This meeting would take place on
22 September and, therefore, it would be necessary to revise the schedule
for bringing up to date EIC-l. I approved his taking action on this,

9. Discussed with the response to be made to Mr.
25X1A9a on CIA's position to discuss 25X1X7
revision of MC 33. We deci e that it would be best to take no position
on this point until we had clarified that CIA would be requested to do.

10. Spoke with Col. Porter on proposed revision of MIC 15,
and also about the conference referred to by Mr. Amory. I undertook to
cooperate on the latter, but requested Porter to do all he could to postpone
the former, in view of the status of NIEs 6L1. and 65.
11. Upon receipt of a letter from requesting me to
25X1A5a1 arrange a meeting with Alldn Dulles, I did so n later cancelled
his request by telegram.

15. Conferred with Kirkpatrick of State, and Price
of R&DB, respecting the position to be taken by the respective agencies in
the briefing of PSB on research support for psychological warfare. There
was unanimous agreement that the various activities being undertaken inde-
pendently by the respective agencies should be permitted to develop, before
the formal attempt was made to accomplish over-all coordination. It was also
felt that the respective agencies were in touch with each other and would,
of their on initiative, collaborate in establishing inter-agency coordination,
as soon as such a move was feasible. It was the sense of the meeting that
PSB should be asked to concern itself with developing requirements, rather
than attempting to coordinate. It was also felt that the same answer should
be given to the suggestion that this matter be referred to the POC staff.
12. Discussed with Mr. Dulles the history of the 25X1A5a1
paper and confirmed that he and I had previously discussed t e fact that NSRB
had interested itself in this paper. Informed Mr. Dulles of the fact that
was looking into this matter.

13. phoned respecting an inquiry he had received from
Time-Life Washington office, and I confirmed his view that CIA would furnish
no information.
16. I called to the attention of the meeting referred to in the
prior item the project which DCI had requested covering 25X1A5a1
Sino-Soviet relations and indicated that we would request assistance on this
point. I further mentioned the project which, after investigation,25X1X7

we would put before the IAC and make an inter-agency external research
project. In connection with this last project, Mr. Kirkpatrick indicated
that there were a number of studies already prepared.
17. Discussed with Mr. Reber the following:
a. Reviewed with him our position on the POC suggestion
that PW research be taken over by the POC staff.
b. Assured Mr. Reber that 0/CI was working out an
appropriate means for O/RR to disseminate material in
the 0/CI Secret Digest to non-IAC agencies, such as
Commerce.

18. Had an extended chat with
respecting his views as to the needs of NED. He pointed out the present
expectations with respect to the collection of AE information and the re-
liability that could be expected in AB estimates. In his view, - 25X1A9a
should have an assistant relatively free of administrative duties, having
as his primary function concentration on planning and evaluation. This
position, as I understood it, would be analogous to the arrangement with
respect to in 0/CI. I concur in the basic idea, but feel
that the primary question is to obtain a qualified individual to occupy
this slot. One alternate thought which - had was that such an 25X1A5a1
individual could be on my staff. We agreed to explore with various
individuals the question of a man for this position.
