1. Net with the Yale Group and emphasized the broad variety of
our operations and the lack of a standard personnel requirement.
2. Informed the Director that IAC members had concurred in the
appointment of General Willems as permanent Chairman of the Watch Committee
and he approved issuance of the notification.

4. In a discussion with Messrs. Hedden and Dulles, agreed to defer
the starting date of my trip to October 10th.

under consideration and undertoolc to discuss this with Adrian Fisher of State.
6. Briefed Mr. Reber on the current situation respecting the PSB
and POC consideration of research support for PW.

his words to those who had participated in its preparation.

on COMSEC/COMINT and the necessity of a policy decision by the NSC. I
indicated that he could assume, from the decision at the last USCIB meeting'
that the intelligence agencies were satisfied on this point with respect to

by NSC., the Director preferred to take it up on an ad hoc basis. When the
question arose, the issue could be presented to USCIB and there would have
to be reference to the NSC only in the event that some disagreement
developed there. This was entirely satisfactory to General Canine and I
later informed DCI.
15. Conferred with Adm. Wenger and explained to him the program
respecting sanitization, etc. He was enthusiastic. I undertook to talk
to each of the IAC members and their COMINT chiefs, in order to secure an
ad hoc committee which would have to be on a level not lower than CO14INT
chiefs, so-that we could get a community effort started on this.
16. Discussed with the DCI the 0/NE papers on Egypt and Iran
and was requested by him to revise his letter in response to General
Gruentherts comment on intelligence estimates.
