1. Mr. Price, Deputy Director of R&DB, asked whether we had any
reaction to a Mr. DeVinney as prospective chairman of their PW research panel.
I was unable to find anyone in CIA who was able to give any reaction to Mr.
DeVinney and so informed Mr. Price.
25X1A9a 2. At the De uties' meeting, commented as follows, respecting
on intelligence views:

a. This reflected a further development of the - view that the
Soviets did not intend to attack and that this would justify a
softening of the rearmament program. I feared that the pendulum
was swinging too far, since, to some reasonable extent, we would
have to base our estimate on capabilities and assume that they
could hurt us, unless we had more certainty than we presently had.
b. With respect to the view that the Middle East would be the
all-important area in e near future, I felt that this was somewhat
too optimistic respecting Southeast Asia.
c. - With particular reference to the Middle East, it might be profit-
25X1C8c able to review the evidence with as we had done with
respect to certain areas in Southeast Asia. The Director approved.

d. We would have to keep these views of in mind in making
recommendations as to giving them draft estimates, etc. In some
instances this would involve being somewhat more liberal, in order
to affect their thinking, if possible.
3. Attended opening of guided missiles joint meeting with
4i.. Arranged with Mr. Hoover and General Samford and Mr. Gleason
to have the NSC Secretariat reproduce the summary evaluation paper for
consideration by the NSC Steering Committee on Wednesday. Notified Mr. Dulles
of this meeting and he determined not to attend..
5. Requested Mr. S ieldon to have a check made as to any intelligence

25X1A9a 6. Discussed the special situation relating to Egypt with Mr.
and we determined to speak with Mr. Wisner and Mr. Dulles about
this in the near future. I was informed that the factual memorandum had
been amended and is being forwarded to me.
7. Attended IADs meeting.
8. Colonel White referred to me a request originating with Mr.
Silver of Anna Rosenberg's office. I undertook to follow through and later
spoke.with Silver, who informed me that they had secured the necessary
information from State and there was no need for further action on the part
of CIA.

10. Had dinner with the DCI and during which time
we discussed CIA position on Mr. Lovett's redraft of the directive prepared
in connection with the Brownell Committee Report. I am to prepare a paper
on this and discuss it with this weekend,
