1. Mr. Wisner spoke to me about the desirability of imposing on
25X1X7 additional specific requirements on their areas. I indicated
that I had recently seen a paper which could be used for this purpose and
undertook to obtain requirements for him. I have requested - to speak 25X1A9a
25X1A9ato of 0/CI, who prepared a recent paper covering an evaluation
of our intelligence on Chinese Military, which had some cogent comments o n the
lack of adequate information from Indochina and the Indochina border area.
2. General I~orter spoke to me expressing some concern at the fact
that O/NE had circulated the paper containing JCS comments on NIE-6~.. It was
the understanding of the Joint Staff that these comments would be submitted
for the information of 0/NE and would not be circulated around the intelli-

3. Interviek*ed, at the request of of his
office who is promising analyst material for Ptr. Sheldon. Mr. Sheldon attended
this interview.

5? Attended NSC Senior Staff meeting, which was uneventful.
There was considerable discussion of a possible revision of NSC 20/1 and I
shall have to review this paper and prepare some questions on it for State.
6. Revieti~red with Chip Bohlen and General Magruder, Secretary
Lovett's redraft of the Brownell Committee directive. It appeared that
the State and CIA views were closely in accord and I undertook to prepare
an appropriate redraft. General Magruder and I later discussed with General
,9nith the voting provisions and DCI explained the reasons why he preferred
not to have a vote as Chairman, save in the case of a tie..
