1. Discussed with Dr. Kent the problem of certain paragraphs
in NIE-6L. which had been framed in Iwar-gaming" terms. Dr. Kent informed
me that after consultation with the Board, they desired to eliminate the
"war-gaming" aspects of this particular estimate and, in the light of our
general discussion with General Porter, I concurred. Dr. Kent so informed
General Porter.

2. Met with Mr. Reber, AD/IC, andl
I outlined the general form of organization of this office which, according
to my present view, would include, in addition to the Executive Assistant,
a general assistant for administrationl .1 and an assistant for 25X1A9a
intelligence planning (Mr. Reber). It was agreed that would 25X1A9a
prepare himself for his position, although the formal transfer might be
arranged later.
3. Conferred with Mr. Reber on the question of planning. I made
certain comments with respect to the planning.book which he had prepared
and requested him to have two copies made, one to be held in this office
and one to be held by 14r. Reber.
4. Spoke with l of PY on the Soviet glossary which I
had earlier suggested to Mr. Wisner. II seemed concerned about 25X1A9a
the manpower capabilities of his staff and I suggested that any reasonably
competent Soviet expert should be able to draft up such a paper within a
relatively short time. One name I suggested was George Morgan of PSB.

6. Conferred by phone with General Magruder, who outlined
certain proposed amendments in the transmittal memoranda which had been
prepared by Park Armstrong as covering memoranda for the Brownell
directive. I have marked these amendments on my copies of the memoranda.
I indicated to General Magruder that I approved of the transmittal
memoranda, as revised,:and, at his request, later so informed Park
Armstrong by phone.

7. Met with Dr. Whitman, Chairman R&DB, General Maxwell of
his office, General Samford, and Messrs. Il and Reber of CIA on the
question of flying saucers. General Samford dictated the following
terms of reference, which are going to be considered by R&DB, possibly
for a task to be taken over by Project
Probably conclude that there is a wide variety of natural
phenomena that may have significant effect upon our capability
to detect enemy weapons.
This area of phenomena needs to be examined for its various
sources so that they can be properly identified, and their bad
effect minimized.
Give to whomever is best able to do this.
All present at the meeting concurred in this procedure and it was felt
that there was no need for an NSC directive at this time.

8. Following the meeting reported above, adjourned to
General Samfordts office, at which time we discussed the following:
a. I brought General Samford up to date with respect to the
status of the summary evaluation paper and arranged to
meet with him on Tuesday.
b. I outlined to General Samford the terms upon which General
Smith would be content to have CIA participate in inter-
national meetings, of the type recently concluded with the

request for a National Intelligence Estimate addressed in
the first instance to General Smith and, after production
of such Estimate, to have the IAC designate a representa-
tive to sit in on the conference. I explained frankly to
General Samford that part of the difficulty in the past
had been having requests for such estimates transmitted
to General Smith or the IAC via the JIC and I was speaking
to him in his capacity as Chairman of the JIC. I recog-
nized the embarrassment and difficulty that could be
caused JIC in having to refer back to the JCS a request
for an estimate made on JIC, on the ground that it was
really the job of DCI and the IAC. Accordingly, I suggested
that the proper way to deal with the situation was to have
an equally frank talk with General Cabell to insure that
the initial request was directed to DCI. General Samford
undertook to have this talk with General Cabell and understood
why it would be preferable for him to do so, rather than any
CIA representative,

C. Briefed General Samford on developments with respect to the
Brownell directive and expressed the view that the new pro-
cedure would be a workable one.
d. Arranged to sit down with General Samford on Wednesday, in
order to discuss a possible new approach to the AFSA problem.
9. Bromley Smith, State representative on NSC Senior Staff,
25X1A2g phoned to inquire whether or not State was going to have an opportunity
to review F- I in advance. I temporized by saying that any
attempt at formal review would be impossible in view of the time schedule,
although I had no objection to their seeing the papers. I suggested that
25X1A9a he follow up with I and suggested to 0 that he play this 25X1A9a
request by ear. I had no strong feeling that State should not see the
papers, but I would not acquiesce in a State attempt to rewrite them in
detail.

25X1A5a1 11. Mr. Reber consulted me respecting the dissemination of
o the office of Mr. Harriman and to the
Office of Naval Research. I approved such dissemination subject to

security approval. I also indicated to Mr. Reber that now that we had / C'
a green light on the dissemination of this study, he would be authorized
to clear such dissemination unless any substantial policy question were
raised by the request. ___/
