1. phoned and asked me particularly on my trip to watch out
for reactions to their P & P program.
2. Having approved the State paper on Psychological Warfare Intelligence Support,
save for paragraph it. which seemed to weaken it unnecessarily, I indicated to DCI that
the matter would come before him in my absence and urged him to approve it. In answer
to the Director's inquiry as to the necessity for his approval, I explained that I had
phoned and indicated my question as to paragraph 4. Later spoke to Arm-
strong and indicated that I had spoken to DCI about this.

3. Arranged for to obtain informal concurrence of General Samford on
a JAEIC-proposed DCI Directive relating to notification of AE explosions.
4. Indicated to DCI that although there was an alarming cable respecting Bulgarian
mobilization, our best view was that this was a repetition of last year's mobilization.
5. Indicated to DCI that Carter Clarke, with whom I had been talking, would be a
suitable assistant to Air. Sheldon in the COTENT field. DCI indicated that he wished to

on this proposal.
6. Mr. Lay phoned and indicated that he was sending over a letter from FBI
commenting on the Brownell Directive NSCID No. 9 as revised, and also indicated thata
IIC was miffed because the ICIS proposal on the summary evaluation paper had not been
cleared with IIC. Later spoke with Mr. Howe on this matter.

Lovett NSCID No. 9, as revised, which changed the name of AFSA to NSA.

10, Spoke with and said that although I could not approve publication
by CIA employees, I could not object if, about several months after leaving the Agency,
he desired to publish his book. Thy approach to the problem was not based on security
25X1A9a grounds, but on having CIA. personnel publishing discussions of policy matters and pro-
cedures. seemed satisfied with this decision, and I later informed
