1. At the Director's morning meeting raised the question of
what the President-elect should get in the way of intelligence materials.
I recommended that he be given more now than he received as a candidate and
25X1A9a DCI concurred, Alerted and Sheldon to be ready as of next week to
present the same kind of material that goes to the White House and possibly
do so on a crash basis next week if DCI takes a trip to Augusta,, I am assured
that Eisenhower has maintained status as cleared for special.
25X1A2g 2. Also at the morning meeting presented CIA's contribution to
DCI was very favorably impressed and reiterated his view
25X1A9a of the work as ttsuperiortr to- who passed it on to me later in the day.
As to distribution of this., DCI pointed out its highly sensitive
nature because of having so much compressed within such a short space and
looked most unfavorably upon a proposed distribution list both within and
25X1A9a without the Agency. After much discussion with 25X1A9a

MMMMMM~ IT, was agre.d at the end of the day tha no distribution would be
made of our volume except by CIA other than the two copies to be included
for the President and President-elect. When we receive from Lay the distribution
list of Volume Iy I will then present to the Director a recommended list of
distribution for Volume II.
3. Also at the morning meeting apprised the DCI of the conflict
that arose over intelligence at yesterday's Senior Staff meeting and the
attitude presumptively reflecting Sec/Defts personal views that was exhibited
by Mr. Noyes. I recommended that a special effort be made to get the facts
on what the American Oil Industry, large and small, was contemplating in the
event US policy restrictions on dealing with the Iranian Government were
removed and he told me to go ahead.
4. The basis of preceding item,, I cleared this proposed round-up
orally with and Admiral Stout and issued instructions orally
and in writing to stressing the need for discretion in order not
to cause rumors about impending American policy shifts.
Attended PRC meeting two hours.

with a view toward hiring him as a GS-1 and possibly as Chief of Economic
Research for 0/RR. Was very favorably impressed.. Will make phone calls on 25X1A5a1
Monday to get reactions in additiun to those - which are highly laudatory.
8. After a brief review of the correspondence and cables regarding
making intelligence available to Draper and General Anderson,participated in
conference with Messrs. Dulles, Sheldon and General Anderson in which no change
of policy was agreed to and CIA's basic position effectively restated by
Mr. Dulles. Since I was called out from the room for nearly half the period
25X1A9a of discussion, I have asked, through that AD/CI prepare a minute
for this log.

9. Conferred with Messrs.- and Sheldon respecting the use
of certain highly sensitive materials and the possibility of checking their
reliability through Mr. Sheldon's shop.
10. Attended farewell cocktail party for Admiral Dupre at Mr.
Harriman's house, Had semi-official talks with General Anderson, Mishel
George, Department of Commerce, Ken Hansen of MSA, and 25X1A9a
of 0/RR. Agreed., provided counter-part of non-CIA funds were made available,
to furnish reasonably number of intelligence officers for forthcoming 25X1X7
meetings and negotiations. Exact detail to be worked out and presented by
Colonel Claybaugh.
,t At a meeting 7 November, 1600-1620, in Mr. Dullest room, with Ambassador
Anderson, Deputy to Ambassador Draper, there being present the Acting DD/I,
Mr. Amory, and the undersigned, Mr. Dulles outlined to General Anderson
CIA's position with respect to the dissemination of its publications, in
verbal reply to a request that Ambassador Draper's staff be furnished with
the publications of this Agency.
Mr. Dulles stated that CIA viewed intelligence as produced primarily in
support of the policy makers in the Government, and that it was not CIA's
practice to disseminate intelligence directly to the field, emphasizing
that he felt it more appropriate that such intelligence as Ambassador
Draper's staff needed should be furnished by a policy-making Agency.
The undersigned suggested during the meeting that it might be appropriate
to explore the possibility of setting up the State Department as the channel
through,which intelligence should be furnished Ambassador Draper and his staff.

With this in view, both Mr. Dulles and General Anderson concurred that
they would get in touch with Park .rmstrong of State an d_:E5cplore this
possibility.
During the conversation Mr. Dulles also suggested as an alternate
possibility that it might be desirable to get a determination of this
problem from the NSC.
It was also.pointed out to General Anderson-that since a substantial
amount of COMINT appeared in CIAts publications, a. security consideration
was also involved in carrying out his desires.
