Attended a meeting called by 0/IC with the IAD Offices to discuss delineation of responsibilities between the Offices and 0/IC and the pro- cedures to be followed in the development and approval of external research projects. 0/IC will proceed to develop a memorandum for guidance of the offices in this matter. 2. Notified 0/IC, 0/NE, 0/0, 0/SI and 0/RR that the delegation of authority to the AD or his alternate to release cables had been reinstated by the DCI as indicated in the memorandum for the Cable Secretary from the Executive Assistant to the Director, 16 December 1952. Under the agreement, only cables from 0/CD and 0/IC will have to be referred to the DD/I for approval prior to release. 3. Discussed with O/.problems involved in certain current travel cases and clarified with Plans the policy relative to cover of personnel traveling for purposes of area familiarization. Such personnel will con- tinue to travel under the cover of a U. S. official on personal business unless an exception is warranted because of special circumstances. r 25X1A9a 4. Discussed with (Il)/A) the possible effect- on DD/I of the establishment of and his staff to serve as focal point for the co-ordination of the administrative planning of projects prior to submission to PRC.
