Received from 25X1A9a query as to why Peron's message to Ibanez congratulating them on election and "Looking forward to the day when our two countries will be under. same flag.," had not been reflected in NIE-70,. Asked 0/NE to comment. 25X1A9a 2. Conferred with Wisner and~on Friday cable concerning particu- larly the CIA non-participation in the special security committee of the Tripartite Conference with Cdr. Kelso Daly of JIG sitting for the U.S. It was my impression that Layton had agreed not to convene this committee. 25X1 A2 Will discuss this with won his return. Wisner feels that 25X1A9a this is primarily a DD/P activity???????? 25X1A9a 3. Told Wisner and - that would be ideally 25X1 A5a 1 suited to give thorn expert advice on PT opera- ions in the event that they would 'wish to check up on information given them officially by the Navy. 25X1A9a 4. With DCI, of 0/CI, went to New York to brief General Eisenhower. The briefing lasted somewhat over a half hour and covered Korea, Indo-China, Philippines, North Africa, Iran, Vienna Peace Conference, and German-French EDC problems. The last part of it was also attended by Governor Sherman Adams. It seemed to go very 'well with Ike paying close attention and interjecting numerous questions and comments. 5. For the future, it was agreed that the next formal briefing would 25X1A9a be Friday, 2 January, but meanwhile, would remain with his secure room and bring to the President-elect's attention urgent items on a spot basis. General Eisenhower indicated a desire to be informed as to NSC and other policy-makers' reaction to intelligence developments. I would go so far as tojay what he really wants is a very brief report on changes in various situations with the bulk of the time devoted to a general bull session as to what we ought to do about the principle trouble spots. DCI obviously worried about getting too far into the policy side. Enroute home, DCI said he did not really know what to lay on but would think it over and would inform me later. 6. While at the Commodore chatted briefly with Stewart~,~whose column of the day had briefly scoped my comment on Indo-China (I believe based on info supplied him by General Vandenberg) and I renewed my fairly small acquaintance .,rith Max who is Sherman Adams' chief assistant.
