1. DCI away so no morning meeting. I reported to Frank Wisner the extent
of my briefing of Eisenhower on the Philippine political situation and my concern
at the cable since received from Spruance indicating that Magsaysay's position is
4. Spent two hours at a meeting of the Board and IAC representatives on 1953

5. Lunched with Admiral Espe, General Balmer, - and assorted IADs
and then conducted a briefing on the IAD areas. The whole lasted deninet and minutes,
primary presentations being made by myself,
Thereafter, General Balmer took the Admiral to the DD /P offices on a similar treat-

6. Attended office Xmas party.

7. Talked on the telephone to on the ceiling
proposal because they have the only two shops who will have ceilings reduced
under my plan. Both seemed to understand clearly thatthe 'Treductionr' was com-
pletely academic when related to current recruitment rates and effective limita-
tion on the paper of six months.
8. Talked with Dr. Kent about the effectiveness of the 0/CI contribution
to the Albanian estimate. He reported that the O/ OL people had attended the
first meeting but no subsequent ones.

9. Also raised with Dr. Kent the possibility of rotating to
0/NE for a six-months' period. He was slightly less than enthusiastic.
