I wish to call to your attention the sensitivity of the
findings of the Foreign Weapons Evaluation Group, chaired
by Dr. Hans Bethe, Inadvertent release of this information
could do L. erious harm to United States Intelligence collection
capabilities.
Therefore, each person who has access to this in-
formation, including the addressees of this memorandum
and all recipients of any int^,.?im or final reports, ' are re-
quested to take due recognition of the sensitivity of the data
contained therein and to protect it in accordance with
astablished cocurity pr?ocedureaa,
Will you see that this instruction is called to the
attention of every responsible person who has access to
this information and an appropriate warning is contained
in all reports on this subject.

This will confirm oral arrangements with your staff
scheduling the annual CIA briefing of the Joint Committee for
Tuesday, January I5, 1963, beginning at ZOO p. in. in the Joint
Committee's executive hearing room, U. S. Capitol Building.
This briefing, as in the past, would be to update in-
formation covered in the previous year's executive sessions.
It would be appreciated if particular emphasis were
given to the results of the Soviet's fall series of nuclear weapons
tests and Soviet nuclear missile capabilities as well as a general
review of developments in the Soviet overall nuclear program. .
The Joint Committee staff will be available to assist
your staff and answer any questions in preparation for the hear-
ing.

Remarks: Attached is a copy of the letter from
the Joint Committee on Atomic Energy to the
Director on the 15 January briefing indicating the
points they wish covered. The Director advised
me late this afternoon that he wished to be fully
responsive to the wishes of the Committee. Also
I raised with the Director the question of
providing a statement in advance. The Director
agreed to do this requesting that it be limited to
his statement and not to technical statements. He
also requested that his statement be in length
