This is in ressonsi to year letter 3 April concernIng
ease was eonsidered by the Agency ander the
same program which I described to you in my letter of 17 April on
seethes case. He was advised on ZS October 1961 that he had been
lotted to be surplus to our used for personae' In his caress field and
that his employment with the Agency would, therefore, be terminated
in the near future. This action was taken ender a manpower control
program established over a year ago sad sone thirty employees have
bees released from the Agency ander similar circumstances during the
past year. As indicated in my provisos* letter. in I case, STAT
as well as in the cases of other esuptoyeas who were similarly determined
to be surplus in their respective career fields every effort has been
maid: to place them in other career fields within the Agency. These
efforts wore unavailing in I I case and he was advised on
ZS February 1962 that his employment would be termiaated.
I subsequently appealed his came to tho Director of
Central Intelligence who referred it to the office of the Inspector General
for investigation before taking action. Following this investigation, the
h roaghly reviewed by the Director whe personally advised
by letter dated 19 Marsh 1962. of kis decision to deny the
tordiagly, I I employment was terminated
