TRAIN WAS DELIGHTED TO RECEIVE THE CABLED TEXT OF ACADEMICIAN IZRAEL'S LETTER CONFIRMING THE DATES (OCTOBER 28,31) FOR THE FOURTH JOINT COMMITTEE MEETING. I HAVE JUST -AECEI'VED THE CABLED TEXT OF YOUR LETTER OF AUGUST 6 AS WELL AS A CABLE FROM OUR EMBASSY GIVING SUPPLEMENTARY INFORMATION. I THEREFORE HASTEN TO INFORM YOU OF OUR TENTATIVE PLANNING SO THAT I MAY HAVE THE BENEFIT OF YOUR FURTHER COMMENTS AND SUGGESTIONS. MY PROPOSED PROGRAM FOR OCTOBER 26-NOVEMBER 5 IS AS FOLLOWS: SUNDAY. OCTOBER 26 WE WILL MEET THE MAIN SOVIET DELEGATION (INCLUDING SECRETARIAT MEMBERS) IN NEW YORK, TAKE THEM AROUND NEW YORK ON OCTOBER 27 (WHICH IS A NATIONAL HOLIDAY--VETERAN'S DAY) AND ESCORT THEM THAT EVENING TO WASHINGTON, D.C.. WHERE WE HAVE RESERVED SIX SINGLE ROOMS AND SEVEN DOUBLE ROOMS AT THE STATLER HILTON HOTEL. MONDAY. OCTOBER 27 I WILL ESCORT ACADEMICIAN IiRAEL ,(WHOM WE HAVE SCHEDULED TO ARRIVE FROM HONOLULU ON OCTOBER 26) TO MR. TRAIN'S FARM BY CHARTERED PLANE OR CAR IN THE MORNING.
