During the June mid-year review and again during the October 28-31,
1975, joint Committed meeting, Ntr. Train eNpressed his concern over the
question of the damaging effects of fluorocarb_o~xrsbams--on stratospheric
ozone and ,me possible consequent Qftacts of =one deple*cn on the global
environment. T s you will see from page 3 ofthe 1' oveniher 10, 1975, issue
of World Environmental lceprt which I rocontly sent you, Mr. Train has in
recent months warned soveraltimes In public that ozone depletion may be
the first truly global environmontnl problem affecting each person and eco-
I recall that during our mid-year review Academician Izrael, who had
recently roturn.od from a WMO rueeting in Geneva, remarked that stratosphoric
problems such as pos^ible ozone doplation might develop Into one of the
major issues of our epoch. (I understand that a draft report entitled "Anthro_
pogenic Modification of Ozone Layer and Possible Geophysical Consequences"
is being prepared by a group of It/MO exports led by Jans Dutsch of
Switzerland Which Will soon meet again in Toronto, Canada, to discuss a
final version.)
In the light of Academician Izraol"a preeminent position in WMO, his ,
expressed interest in this problem, his responsibility as Chief of the Main
Administration of llydromet, and his positives leadership as the Soviet
chairman of our Er~virtssxtnenf~al A roemont, I am taking the liberty of sending
you for his exam1na firm. a November 12 , 1975 report entitled Plutorocarbond:

prepared by the USA and Canada for the Environmental Committee of
the Organization for Economic Cooperation and Development (OECD).
This is not yet a formal OECD document. However, I would not be
surprised if the OECD Environment Committee releases it in the near
future, for it strikes me as a well drafted and vary thoughtful assess-
ment of an issue which is both highly complex and at the same time
potentially of vital urgency.
In this latter connection.. I can inform you that Mr. Train Is
currently considering the possibility of Inviting a few key leaders
and specialists from selected countries (e.g., the USSR, the FRG,
some other European countries, as well as Japan) to meet informally
sometime In mid-1976 to discuss the inthropogonic sources (espe-
clly fluorocarbon emissions) of ozone depiction, the possible
affects of such depletion, and most importantly,- the courses of action

en over the short term and long term to deal with
these Issuo ;. Since Academician Iz,caol would be a logical invitee
from the USSR, I would therefore request that you brio this d
to his immediate attention. We would, of course, welcome anyucom k
merits or suggestions ho might have on the assessment.
Finally, I would welcome your thoughts on what could be done
to stop up our ?f-forts to deal with those issues under our Environmental
Agreement. I note that in accordnco with the October 31 Joint Commit-
tee Memorandum a meeting of specialists of Working Group I-l and
Working Group VIII-1 will be hold in the USA, during t ze soconU-quarter
o consider the problem and to define the requirements for
satellite and rocket observation of minor conrtituonts in the upper
atmosphere. In your view, is there anything both sides can do before
thane to facilitato cooperative work? For instance, is there any report
of recent Soviet efforts or planning in this field which would be useful
to Dr. L. Machta (US Project Loader of Project VIII-1.2) and other US

Dear Egon:
Pursuant to our November 24 telephone conversation, I am enclosing
a copy of my letter to Yuriy Kazakov concerning Mr. Train's desire to hold
a meeting of experts from several countries including the USSR to discuss
the causes and effects of c ne depletior] and possible corrective action.
During our talk you min excellent point: that in addition to
Izrael, who directs a monitoring-analysis effort, we should invite a Soviet
official from the Ministry of Health who wields regulatory power. I would
therefore appreciate your giving personal attention to identifying for me
the best candidate for a future invitation and suggesting how we would best
go about extending the invitation, e.g., through the good offices of
Ambassador Stoessel, through Izrael in his capacity as Soviet Co-Chairman
of the Environmental Agreement, or directly from Train to the invitee.
Understandably, at this stage there are many imponderables, e.g.,
when to have the meeting (partially dependent on the findings and timing of
a National Academy of Science report currently underway), whom to invite,
under what auspices (perhaps under a series of bilateral agreements in
which Mr. Train plays a leading role), and what specific issues on which
to focus. Nevertheless, we think it's useful to alert Izrael now to the
likelihood of a meeting and to use the US-Canadian assessment as a vehi-
cle to focus Soviet attention on the most critical issues.

LEADERS
Subject: Serialization for Cable Traffic
The volume of table traffic under the Environmental Agreement (as
well as others) has reached the level where in order to handle, file,
retrieve, and act upon its contents effectively the Office of Scientific
and Technological Affairs of our Embassy in Moscow uses a computer.
This, in turn, requires that we serialize our Agreement with arabic
numbers and that we use this serialization in our cable traffic.
ACTION REQUESTED
In your outgoing cables continue to list on the SUBJECT line: US-
USSR Environmental Agreement, the Working Group (or Project) with the
existing numbering and title of the Working Group or Project. Then add
the computer serial number for your Working Group or Project as listed
below. You will find that the last two arabic numbers of this serial
number for Working Groups correspond exactly to the two numbers (one
Roman numeral plus one arabic number) of your Working Group and the last
three (or four) numbers correspond to the last three numbers of your
Project. The first two numbers (02.) of the serial designate the Environ-
mental Agreement.

In addition, I have added extra categories for the Joint Committee,
