4Ma -h1974 YA ued Foo,Release 2000/09/06 : CIA-RDP7,Q.00798A000700080007-6 Environmental Protection STATINTL As you know the SES/IIAGE channel is intended to be a two way street--SES sending information and requests for guidance to the group and receiving advisory opinions, program itinerary suggestions etc back in return. In regard to the Environmental Agreement the two way street more nearly resembles a one way throughfare. While I channel records of discussions and occasional trip reports to the Group, very infrequently do I request advisory opinions, guidance or briefing help. And except on rare instances I do not receive any feedback from the Agency, so I don't know what is of special interest to the Agency and where it has competence, and therefore I don't usually make requests for special guidance or briefing aid. To the degree that the lack of advice from the Group to SES reflects lack of interest and expertise on the analysts' part, there is no problem. But I want to be sure that this is the case, and to determine what environmental subjects are of special concern to you all, and where you can make a contribution to our environmental effort. Perhaps we can review the agreement project by project and get an indication of your analysts level of interest and any special reasons for interest in that field. I'd like also to get an.. indication of any other environmental questions which although not specifically included in the US-USSR agreement are of significant interest. Based upon the analyst's knowledge of Soviet Capabilities would the analyst be able (or willing) to a. critique US-USSR project records of discussion (e.g. work programs) b. suggest Soviet facilities, and individuals which could be profitably visited c. provide State of the art briefings d. be included in debriefings if possible I am open to suggestions on how I can improve the information flow going toward your bahk of the river.
