1. The DDCI per Reference B has tasked me to study
the matter of
and, additionally, to prepare for EAG review
a "policy statement developed by you setting forth a
Headquarters process for review of future activities of
this kind." You will note that additional tasking is
also contained in Reference B.
2. In order to comply with this matter we need the
assistance of all addressees. The Director of Logistics
has prepared for me a list of major projects or activities
that have involved Agency contractual arrangements on
behalf of in recent years. This list
is also attached.
3. In order to prepare a briefing for the EAG on
this matter, I would appreciate receipt, per project, of
the following information:
a. A brief description of the under-
taking.
b. Information as to the origins of
the activity.

As you know, we have tentatively scheduled an EAG
session covering the function of CIA's role as a

meeting, I think it would be helpful to review CIA's
experience with these activities in the recent past. We
need, as a basis for' discussion, a factual presentation
on the numbers of such arrangements, information as to how
they originated and what sort of DCI/DDCI review of them
took place (if any),'how the financial arrangements were
organized, etc. Following this, I would like the EAG to
review a policy statement developed by you setting forth
a Headquarters process for review of future activities of
this kind. The draft should address: what kinds of projects
will and will not be subject to review, who will review and
approve them, what factors are to be considered in making
a decision to proceed, and any other points you consider
essential. Given the complexity of the subject, I think
it is important to circulate this paper for consideration
in advance of the EAG meeting, now scheduled for 28 October.
