SUBJECT: Study of
Techniques.
1. This will confirm my previcas oral advice to you that
COP/DDP has approved the conduct of a study of
techniques and has agreed that this study might properly be placed
as a requirement upon you.
2. specifically agreed that this project was a
matter of such importance as to warrant your devoting attention
to.it-immediately., even at the expense of reducing other require-
ments.
3. In line with our conversation I assume that you will detail
one member of your staff to be responsible for this
study but that he will consult as required with other members of
that staff.
4. I shall be happy to consult with your designee at his
convenience on the drafting of terms of reference for this project.
5. has agreed with my belief that this is a matter
warranting a continuing study by the Agency and the, development of
