1. This memorandum contains a recommendation in
paragraph 5 below for approval by the Deputy Director
for Plans.
2. Paragraph 6 a. of referent memorandum recommends
as follows:
"Establishment of an informal Clandestine
Services Training Committee composed of 4 to
6 senior CS officers charged with the responsi-
bility of periodically monitoring operations
training and providing guidance and support to
OTR as required. It is recommended that Mr.

3. On review of referent memorandum by the Deputy
Director for Plans on 19 OctobE:r 1968, the DDP agreed in
principle with. the recommendation cited in paragraph 6 a.,
but.requested a review of a definitive statement of
organization and duties of the committee before final
approval.

4. Attachment hereto is a draft -setting forth 25X1A
the mission, responsibilities and recommended membership
of the CS Operations Training Committee.
5. It is recommended that the Deputy Director for
plans approve the attached draft for publication within
the Clandestine Services.

1. A Clandestine Services Operatzofis Training
Committee has been established as a CS element responsive
to the DD/P through the . The mission of this
committee is to provide guidance and assistance to the
Director of Training for the purpose of updating and
increasing the effectiveness of basic operations training,
2. The committee will be composed of the following

3. The functions of the Clandestine Services
Operations Training Committee are as follows:
a.a, Visit once each year for an
in depth briefing and review of the training content

b. Report to the Deputy Director for Plans by
30 September each year the state of effectiveness

C. Recommend to the Director of Training,
through the Deputy Director for Plans, steps to
be taken by the CS and OTR to update and improve
the effectiveness of operations training.

d. Develop and recommend to the Director of
Training through the DDP standards and objectives
to be achieved in CS operations training.
