is an outstanding young career officer who, in a succession
of varied and increasingly responsible positions, has consistently
demonstrated excellent judgment, initiative and energy, a deep sense of
responsibility, broad interests coupled with versatility, outstanding
abilities in problem analysis and devotion to the goals of this agency.
He has a highly developed understanding of both intelligence production
processes and of electronic data processing techniques applicable to
these processes. In his most recent assignments, his ability effectively
to plan and direct the efforts of groups of professionals in project activities
in the latter area are especially noteworthy. During an international
crisis he was recalled to his former office as an analyst/watch officer in
the current intelligence area and was commended for his performance.
As the methodology of intelligence analysis advances and requires
increasing application of scientific techniques, including a systems
approach to the information processing aspects of intelligence collection
management and production, officers of caliber and
qualifications will be increasingly in demand for both line and staff
positions at senior levels.
has proven abilities both in the substance of intelligence and
in t e met io ologies and techniques of the future. As his career develops,
he could move in a number of directions. For example, he would be
excellent as a coordinator of information processing activities in
intelligence production; he could become Chief of the National Indications
Center, in which activity he had experience as a junior officer; he could
become a Division Chief in the Office of Computer Services or of Central
Reference; he might occupy a senior position in the Office of National
Estimates; he would fit well in senior program analysis assignments in
the Office of Planning, Programming and Budgeting.
