SUBJECT: Resume of OCB Luncheon Meeting, 2 April 1958
PRESENT: Mr. Allen, Gen. Cabell, Mr. Cutler, Mr. Gray,
Mr. Harr, Mr. Scribner, Mr. Gerard Smith(State),

1. Availability of Small Commercial Aircraft for
Underdeveloped Areas
The group discussed possible actions which the U. S. could
carry out to assure that there are available in underdeveloped
countries suitable types of aircraft to replace the DC-3. It was
emphasized that an essential factor in determining what should
be done is the existence of an adequate market analysis. This should
include the present and anticipated volume of traffic, routes within
the country, and the financial capability of the particular companies
or countries involved. The Executive Officer undertook to request
the Department of Commerce or the Civil Aeronautics Board to
supply this information to the Working Group on U. S. Civil Aviation
Policy Toward the Sino-Soviet Bloc. It was the sense of the Board
that the Working Group should submit a special report by May 15.
It was recognized, however, that the attainment of the objective
of providing substitute aircraft involves important considerations
other than U. S. judgment as to suitability or adequacy of particular
types. These considerations include acceptability of available
aircraft to a particular company or country, and the capability of
utilizing such equipment for internal military support purposes.

It was agreed that the special report should include, in addition
to recommended actions, a statement of financial implications
for the U. S. Government and an assessment of any adjustments
which might be required in other programs.
2. Possible U. S. Actions in Connection with the Soviet
Announcement Regarding Suspension of Nuclear Testing
The recent Soviet announcement of suspension of nuclear tests
was discussed at some length. It was agreed that the OCB
Disarmament Information Committee should continue its task of
finding ways to make the U. S. position more understandable in
foreign countries, and specifically to consider possibilities for
further action on the part of this country.
3. International Air Show at Liege
The group then went into the implications of a recent invitation
for the U. S. to participate in an International Air Show scheduled
for June 27-29 at Liege, Belgium. It was pointed out that since this
city is only about 60 miles from Brussels, where the International
Exhibition will be in full swing at that time, it is desirable to avoid
any action which might indicate that U. S. participation is in any way
linked with the Exhibition. With this caveat, the Board indicated no
objection to accepting the invitation. It was agreed that guided
missiles should not be exhibited by the U. S. at the Air Show.
