This is in response to your letter of 17 September 1958 concerning
the proposed Presidential directive designating the Agency, its officers
and employees as excepted from certain provisions of the Government
Employees Training Act, Public Law 85-507.
We have carefully reviewed the modifications which you have
suggested to our original proposal. We feel that the original language
left less room for misunderstanding and future interpretations. Two
instances are noted below. We ask your reconsideration of these two
points but with your letter of 17 September and this letter as further
statements of understanding, we are willing to accept your modifications.
Since this Agency already has in effect a training program which
is in substantial conformity with the provisions of the Government
Employees Training Act, we shall be continuing that program under
this Act rather than establishina program, as a strict reading of
section 7 would require. Therefore, we consider that, as provided in
section 21(a) , the effective date for the repeal of section 4 of the Central
Intelligence Agency Act of 1949 (63 Stat. 208; U. S. C. 403d) will be 270
days following the date of enactment of the Government Employees
Training Act.
Similarly, since this Agency is continuing its existing training
program rather than establist__.dn;La new program, we assume that, with
respect to section 23 (a) , our relationships with the Bureau of the Budget
concerning our training program will continue on the same basis as in
the past.

As requested, there are enclosed a statement in explanation of the
proposed directive and a draft of the directive as modified. If you accept
our views on section 7 and section 23 (a), the changes involved can be
