On 20 January, conference was held with Mr. Office
of General Counsel, with reference to objections raised by the Depart-
ment of justice to the CIA request for exemption from section 19(d) .
Section 19(d) reads as follows:
"Nothing in this Act shall be construed to authorize the
training of any employee by, in, or through any non-
Government facility any substantial part of the activities
of which is (1) the carrying on of propaganda, or other-
wise attempting, to influence legislation or (2) the
participation or intervention in (including the publishing
or distributing of statements) any political campaign on
behalf of any candidate for public office. "
It was decided to withdraw our request for exemption to this section in
compliance with the request from the Department of Justice. It was
felt that our withdrawal will in no way affect the future requirements of
CIA since our covert training is conducted in establishments covered
by security checks made by the Office of Security. Furthermore, should
the rare circumstance occur wherein training of any type would be con-
ducted under conditions described above, General Counsel feels that
the National Security Act as amended will provide sufficient authority
to act. Mr. _ is drafting a reply withdrawing CIA objections to
section 19(d).
