Foster, Mr. Herter, Mr. Harr, Mr. Scribner, Mr. Smith, Mr. Sprague, Mr. Washburn, Mr. Staats Mr. Sprague reported on plans of the Defense Department for conducting a demonstration of Naval fire power in the Subic Bay -- Okinawa area, which is planned for next week. He said that invitations had been extended to 17 countries, including the United Kingdom, Australia and France as well as the Free World Asian countries. He said that all the invitations had been accepted, including that to the Indonesian government. The demonstration will be preceded by conferences at Subic and at Baguio. 2. 707 Type Aircraft a. Mr. Harr made a suggestion that the Department of Defense provide a modified tanker airplane of the KC-135 type (equivalent to the 707 civilian airplane) for the use of VIP's. A comment was made that an action of this sort might not sit particularly well with certain members of Congress. In this connection, the DCI suggested that key members of Congress be sounded out informally, to ascertain their position before further consideration of the proposal. b. The possibility of a trip to Brussels by one of Pan- American Airway's two 707 airliners was discussed once more. It developed that there was considerable question as to whether either of these airplanes will be ready in time to make the trip before the end of the Brussels Exposition. Approved For Release 20061g3117 ICIA D 80B01676R002700050033-4 although approval by the Civil Aeronautics Board is the principal factor causing the delay, approval might be speeded up were it to be made clear that a trip of this sort would be a special charter flight and not a regularly-scheduled passenger run. CAB regulations are not so rigid for charter flights as for the others. 3. Latin America It was reported that a sub-committee of the Senate Committee on Foreign Relations is currently investigating U. S. policy toward Latin America, with particular reference to the underlying causes of the demonstrations against Vice-President Nixon. Considerable discussion then took place about the unfortunate events in Venezuela. It was pointed out that the reasons behind the visit of the Vice-President and his party had been particularly distorted in a leading Caracas newspaper, and that this undoubtedly had had an effect in stirring up certain elements of the Venezuelan public. Mr. Herter spoke about U. S. aid to Latin American countries, and said that continuing attention is being given to assuring that this money is used in the most productive way. He said that it was hoped that it might eventually be possible to set up a system somewhat along the lines of the OEEC, but pointed out that there are no firm plans of this sort in being. He also said that a number of projects involving major construction are high on the priority list. The group then discussed governmental plans for receiving the Vice-President and his party when they return to Washington on the 15th of May. It was stated that Congressional and Executive Branch leaders planned to attend and that consideration is being given to encouraging the release of government employees in order to take part in the greeting. The possibility of including groups of Latin American students now resident in the Washington area was also mentioned. Mr. Herter said that he had a conflicting engagement in connection with the visit of a foreign dignitary, but that he would look into the matter and see whether the Vice-President would be available and if so whether it would be possible to arrange the schedules ofA hconcerned in order to make this possible.
