SUBJECT: Resume of OCB Luncheon Meeting, 24 September 1958
PRESENT: Mr. Allen, Gen. Cabell, Mr. Gray, Mr. Harr,
Mr. Herter, Mr. Scribner, Mr. Smith, Mr. Sprague,
Mr. Staats
The Board was informed that the Atomic Energy Commission
would be glad to have OCB members or their representatives attend
a test .shot at the Nevada proving grounds early in October.
2. Departure of Executive Officer
The Chairman called the attention of the Board to the fact
that this was the final meeting for Mr. Elmer Staats, Executive
Officer of OCB, who has resigned to return to the Bureau of the
Budget. The Board expressed its appreciation to Mr. Staats for
his contribution to the organization over the past five years.
3. Space Activities of the Soviets
General Cabell gave a summary of recent activities of the
USSR in the space field.
4. Meeting of Scientific Union
Mr. Herter said that eight Soviet scientists who had been
invited to the forthcoming meeting of the Scientific Union, to be
held in this country, had declined the invitation because of delay
in granting them visas.

The group then discussed the economic difficulties confronting
Finland and the serious political situation which is developing in
that country largely as a result of its economic troubles. A dispatch
from the American Ambassador in Helsinki, commenting on the
OCB Report of July 3, 1958, was discussed, along with a paper
prepared by the Working Group, commenting on the Embassy
dispatch. It was generally agreed that the OCB Report and the
views of the Ambassador are actually not too far apart and that
some of the misunderstanding stems from the treatment of the
Finnish elections in the paper. It was recognized that the situation
has changed somewhat since July and that the next Report would
deal adequately with the situation.
The status of economic assistance to Finland was reviewed.
It was pointed out that negotiations are under way for a loan from
the World Bank and that the Export-Import Bank might also be in
a position to assist. On the other hand, it was stated that ICA
funds are not available for additional assistance to Finland at this
time. The possibility of a supplemental appropriation by Congress
was discussed, but it was pointed out that Finland's need is acute
and that a supplemental appropriation could probably not be obtained
in time to ease the current situation.
7. Fertilizer Factory for Yugoslavia
Mr. Smith reported on the status of negotiations with an
American company to supervise the construction of an ICA-backed
fertilizer factory in Yugoslavia.
