SUBJECT: Resume of OCB Luncheon Meeting, 29 October 1958
PRESENT: Mr. Bradford (USIA), Gen. Cabell, Adm. Foster,
Mr. Gray, Mr. Harr, Mr. Herter, Mr. Irwin,
Mr. Scribner, Mr. Smith, Mr. Melbourne
1. Assumption of Power in Certain Countries by Military
Elements
There was further discussion of this general subject, which
had been talked about at last week's luncheon meeting. Mr. Herter
suggested that an intelligence study be prepared which would list
countries which might be susceptible in the reasonably near future
to a takeover by military elements. General Cabell agreed that
CIA would collaborate with State in the preparation of such a study.
It was generally felt that the study should be made on a worldwide
basis, including Latin America, and that it would not be profitable
simply to list the countries, but that an exposition of varying factors
would be required in each case. (It was agreed later that the study
should include the possibility of coups by right wing civil elements,
which would entail support by the military. )
Defense was asked to make an inventory of the contacts that
U. S. military personnel maintain with foreign military officials.
2. Functions and Responsibilities of OCB
A somewhat inconclusive discussion then took place on the
subject of the proper role of the OCB in proposing positive programs
which involve previously unprogrammed funds, e. g. the civil aviation
project which was scheduled for discussion at the open meeting to
follow the lunch. A number of opposing points of view were expressed.

General Cabell distributed copies of the third monthly report
prepared by FBID on "Soviet Broadcast Exploitation of U. S. Press
Sources. " He asked the members of the Board to consider whether
or not these were valuable to them or to their staffs, and to be
prepared to so inform the DCI or DDCI at next week's meeting.
Mr. Harr raised several points for discussion:
a. The U. S. should consider further propaganda
exploitation of the announced Soviet intention to continue
nuclear testing after October 31.
b. We should try to make propaganda capital out
of the alternate-day shelling of the offshore islands by
the Chinese, pointing out the callousness of the Communist
attitude in this situation. (Mr. Bradford said that USIA
was pushing this line. )
c. We should exploit the Soviet position on the award
of the Nobel Prize to Boris Pasternak.
