MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: OCB Meetings, 20 March 1957
1. The information for the resume of the luncheon meeting
was very hastily obtained from Mr. Staats and may, therefore,
have some holes.
2. At the Board meeting it was decided that any further
consideration of N5C 5518 on Indonesia would be deferred until
the April 3 meeting at which time the Indonesia Progress Report
will be discussed by the Board. In this connection it was agreed
by the Board that an oral briefing by CIA on the current situation
in Indonesia would be most helpful and we are so committed.
As you ma recall we were intending to have
brief the Board on t the April 3
meeting. I believe this Indonesia briefing takes precedence
and I don't believe you would want two CIA briefings at one OCB
meeting. If you agree, I will attempt to get briefing
scheduled for the 10 April meeting. This will involve extending
TDY at headquarters an additional five days.
3. The Philippines was also mentioned at the Board meeting
and it was generally agreed that a special national intelligence
estimate on the Philippines is desirable. In order to allow time
for that situation to clear a bit, however, it was agreed that the
NIE might be deferred for three to four weeks. I have also .
referred this matter to Mr.l

A discussion was held on paragraph 12 of NSC 5518 and the
DCI briefed the Board members on the current situation in Indonesia.
It was announced that USIA has approved three new posts in
Indonesia -one each in Sumatra, North Java and the Celebes.
Mr. Larson stated that the Chicorns spent about $500, 000 on the

The DCI suggested that the US might undertake a dramatic
first step toward an international movement to combat cancer
with the view to establishing US international leadership in such
an effort.
6. Magsaysay Memorial
Mr. Larson suggested that steps be taken toward a US
non-government sponsored memorial for Magsaysay. He suggested
that it might take the form of a monument or perhaps a scholarship
fund. The DCI offered to contact the Ford Foundation to determine
their interest in such a project. It was also suggested that the
Asia Foundation might be a suitable ~gonsor.
