Cabell (Part-time), Mr. Larson, Mr. Hollister, Mr. Sprague, Admiral Strauss, Mr. Staats 1. Magsaysay Memorial In the discussion of a Magsaysay Memorial the Board was informed that Nelson Rockefeller has stated that the Rockefeller Foundation is prepared to set out $500, 000 for an exchange program with the Philippines in commemoration of Magsaysay. Also Rowen Gaither of the Ford Foundation has said the Foundation will do "something" but as yet has not determined exactly what it will be. The Board was receptive to an idea coming from the working group on the Philippines that a memorial in the form of a cultural center (i. e. , theater-conference. hall-library) to be erected in Manila. The State Department has sent a message to Embassy Manila asking for its comments and suggestions and will try to have a reply before the next Board meeting. A suggestion was made that a prominent person outside the Executive Department of the Government be asked to act as coordinator of the several prospective US-sponsored memorials. Names suggested as possibles were General MacArthur, Judge Homer Ferguson and Mr. O'Neal of the Bataan-Corregidor Association. Ford Foundation Cultural Exchange Program for Poland It was announced that the Ford Foundation will implement its plan for a cultural exchange program with Poland. 4. Assignment of MATADOR Missile to Taiwan Mr. Larson raised again the subject of the US announcement to provide the MATADOR missile to the Chinat forces on Taiwan. Mr. Larson restated his concern over the uncoordinated manner in which this action was decided and was to be announced to the public. (This discussion carried over into the formal meeting at which time the Board agreed that this matter was of sufficient importance, both with respect to this particular incident and for the future, to immediately refer it to a group of appropriate representatives of the interested agencies. to estimate the psychological impact the placement of the MATADOR missile at Taiwan will have (a) in Asia, and (b) in the rest of the world. It was Mr. Larson's opinion that Defense should defer their plans and the public announce- ment until after an announcement is made for providing similar weapons to NATO. It was generally agreed that if this is feasible it would be desirable. State and Defense designated Mr. Berding and Mr. Murray Snyder respectively to make this initial review and to offer suggestions as to how matters of this kind should be coordinated in the future.
