SUBJECT: Resume of OCB Luncheon Meeting, 4 December 1957
PRESENT: Mr. Allen, Mr. Cutler, Mr. Dearborn, Mr. Dulles,
Admiral Foster, Mr. Gray, Mr. Herter, Mr. Scribner,
Mr. Smith, Mr. Sprague, Mr. Stassen, Mr. Staats
1. Budgets
Mr. Smith and Mr. Allen discussed the implications for their
respective programs of recent adjustments in their budgets.
2. Publicity on Missiles and Earth Satellites
With particular reference to the increasing amount of publicity
on impending tests of the VANGUARD satellite and missile, Mr.
Herter suggested that a general review of our publicity policy in
these fields would be in order. It was decided that the agreed
guidelines established in this connection would be discussed at an
early Board meeting, along with an examination of difficulties which
member agencies may have encountered in following the guidelines.
In the light of recent newspaper articles, letters to editors,
the interest of Representative Kelly, etc. , the subject of the avail-
ability of Soviet scientific publications in this country was discussed.
The implication of the various statements along these lines has been
that the US scientific effort is suffering because of lack of access
to literature on Soviet advances, while American scientific publications
are extensively translated and indexed in the USSR. The DCI advised
the group that the intelligence community does have access to Soviet
publications and has been able to make good use of them; however,
it is not desirable to state this fact publicly. It was agreed that the

National Science Foundation and the Department of Defense should
consider what might be done to combat publicity of the sort described,
without violating security. There was also discussion of the
possibility of having the Department of Defense work with the National
Science Foundation on this problem. (Although not explicitly stated
in this meeting, the DCI may speak to,Secretary Weeks about this
matter and might at a later date make a report to the OCB on it.)
4. Export-Import Bank Loans to Indonesia
The matter of loans by the Export-Import Bank to Indonesia,
in accordance with guidance contained in paragraph 6 of the Special
Report on Indonesia, prepared for the NSC, were discussed. It was
agreed that further loans should be deferred pending appraisal of
the latest developments in that country.
5. Soviet Challenges Regarding Rocket Testing
The Board considered a suggestion made by the Special
Assistant to the President for Disarmament, in his memorandum
of November 22, which recommended certain countering proposals
in connection with Soviet challenges to the US in the field of rocket
testing. It was agreed that the OCB Committee on Soviet and Related
Matters should develop for Board consideration a report outlining
the various questions involved and possible courses of action. It
was felt that this consideration should take into account aspects of
possible East-West competition other than in the military field,
particularly as they might relate to uncommitted areas of the world.
