Dear Shep:
I enclose, somewhat belatedly. a copy of a letter dated
November :4. 1958, which I received from Deputy Under Secretary
of State, Robert Murphy, regarding the matter we discussed in con-
nection with certain studies which you were considering, relating to
developments and conditions in Asia, particularly Communist China.
In view of the fact that this project involves policy con-
siderations which are beyond our particular competence in CIA, I
feel that it would be best to communicate directly with Bob Murphy
in the event that you have any further questions you wish to take up
here in W hington.
I am sending a copy of this letter to Bob Murphy.
