1. Forwarded herewith are our comments regarding the
proposal made by the Director, Intelligence Community Staff
(ICS), contained in the reference. Much of the information
to which he refers is already stored in our CONIF system and
is made available to individuals on a "need to know" basis.
Security considerations frequently preclude the dissemination
of the name of the COTR and the sponsoring office. Further,
our association with the contractor is often classified, and
at the latter's request, is not revealed to uncleared personnel.
2. The level of clearance that COINS users possess is a
concern that must be addressed--a Top Secret clearance would be
the minimum required. As you are aware, code word projects are
also incorporated into the CONIF data system and would not
generally be made available.
3. It would appear that if we were to build another file on
COINS to retrieve the data and duplicate this capability it would
unnecessarily be a further drain on our resources. In the recent
past, we have experienced electrical problems in the CONIF lines.
By incorporating additional data into this system, we would
further impair our response time. The capability to retrieve
this data at ICS is also available through the CONIF system. The
CONIF accessed through GIMS, which is on site at
and would require an access request.
