MANAGEMENT OF THE WWMCCS
1. Volume I of JCS Pub 19, prepared under the direction of the Joint Chiefs of
Staff, is hereby promulgated for information, planning, guidance, and direction.
When completed, JCS Pub 19 will consist of at least six volumes as indicated in
Figure 1.
2. The information contained in this and companion volumes is applicable to
the management of the WWMCCS. While local amplification and implementing
documents may be required, information included in such local documents should
not conflict: with the management guidance contained in JCS Pub 19. Information
having an overall impact on the WWMCCS will not be published separately unless
a determination has been made in accordance with provisions of Annex H that it
is not appropriate for inclusion herein.
3. The provisions of Chapter I supersede the sections of the WWMCCS Objectives
Plan for FY 1975-1994 which present the WWMCCS definition and composition. At
its next update, the WWMCCS Objectives Plan will be restructured as appropriate
volumes or chapters of JCS Pub 19. The WWMCCS Objectives Plan will be rescinded
as a separate document after all of its contents have been accommodated in
JCS Pub 19.
4. The provisions of Chapter II supersede-.the "Policy and Procedures for
Management of the WWMCCS" forwarded by JCSM-426-73 and SM--440-73, 28 September
1973, in its entirety.
5. The provisions of Annex B supersede JAS Pub 17, "Management Procedures for
the WWMCCS Standard Systems," in its entirety.
6. The provisions of Annex C supersede JCS Memorandum of Policy No. 170, "Policy
for Modification and Improvement of the NMCS," in its entirety.
7. Requests for additional copies of JCS Pub 19 will be submitted to the
responsible distribution agent indicated in the distribution list.

VOLUME I
WWMCCS DEFINITION AND DESCRIPTION
1. Purpose. The purpose of Chapter I is to describe the current WWMCCS in terms
of its elements, subsystems, supporting organizations, and systems. A detailed
description of the composition of WWMCCS is contained in Volume V.
2. Applicability. The WWMCCS is defined in terms suitable for the various
management functions and responsibilities exercised by OSD, the Joint Chiefs of
Staff, the unified and specified commands, the Military Departments, and
Defense agencies. Responsibilities of the Chairman, Joint Chiefs of Staff; the
Joint Chiefs of Staff; commanders of unified and specified commands; and
component commanders are detailed in Chapter II.
3. WWMCCS Definition
a. General Definition of Command and Control System. A command and control
system consists of the facilities, equipment, communications, procedures,
and personnel essential to a commander for planning, directing, and
controlling operations of assigned forces pursuant to the missions assigned.
The specific composition of the command and control system depends upon the
missions of the command, its organization, and the type of forces assigned
and extends to those operational forces that, due to the nature of their
combat employment, must remain directly and immediately responsive to the
commander. (JCS Pub 2)
b. WWMCCS. The WWMCCS is the Worldwide Military Command and Control System
that provides the means for operational direction* and technical administra-
tive support* involved in the function of command and control of US military
forces.
c. WWMCCS Elements. The WWMCCS consists of command and control subsystems
which enable the NCA, the Joint Chiefs of Staff, and commanders at
appropriate subordinate levels to direct and control the operations of US
military forces. The elements of the WWMCCS are the designated command and
control facilities and their associated data collection and processing
support, communications, selected warning systems, and executive aids.
(1) WWMCCS Command Facility. This element is a command center from which
a commander, his representatives, and supporting staff direct operations
and control forces. It provides the means for commanders to perform the
WWMCCS command and control functional tasks (detailed in Volume II) and
to interface with other systems and organizations. A WWMCCS command
facility could be a primary or alternate command facility, an emergency
relocation site, or an alternate headquarters command facility. These
various command facilities are described in Volume V.
(2) WWMCCS Data Collection and Processing. This element involves the
collection and the handling of data to support information requirements
which must be satisfied through the WWMCCS. Data processing support can
be manual or automatic and can be provided locally within the command
facility or from a remote location. If automated, it can be accomplished
in a batch mode or in an online, interactive mode.

3) WWMCCS Communications. This element includes general purpose and
;pedal communications capabilities required to convey information, hold
conferences, and issue orders within the WWMCCS. (See Volume II for the
concept of operations and Volume V for the composition of WWMCCS
communications.)
(4) WWMCCS Warning Systems. These tactical warning systems employ various
sensors to provide notification to operational command centers when a
specified threat event(s) occurs. (See Volume II for Concept of
Operations.)
(5) WWMCCS Executive Aids. These aids encompass WWMCCS related documents,
procedures, reporting structure, and combined system interactions which
provide the means to access and input data into the WWMCCS and receive
outputs in the form of records, reports, or displays. The term "Executive
Aids" is a generalization used to indicate those formalized actions,
exercises, and activities which are necessary for effective and complete
WWMCCS support.
41. WWMCCS Descri tion
a. The WWMCCS consists of subsystems at the national and theater levels.
The national level subsystems are the NMCS (the priority subsystem), the
WWMCCS-related management information systems of the Service headquarters of
the Military Departments, and the command and control support systems of
Defense agencies. The theater level subsystems are the headquarters command
and control systems of the unified and specified commands, including command
and control systems of subordinate unified commands and joint task forces,
when established and assigned, and the command and control systems of the
headquarters of the Service component commands. The WWMCCS does not include
the operating forces; however, it links with designated communications
which:
(1) Extend from WWMCCS subsystem command and control facilities to
subordinate commands or operating forces.
(2) Extend one echelon below the command and control related facilities
of the Defense agencies and the Service headquarters of the Military
Departments.
h. The WWMCCS/tactical interface lies between the component command head-
quarters within a unified or subordinate unified command and the senior
tactical headquarters of that component.
(1) In the event a component command headquarters is also a tactical head-
quarters (e.g., Eighth US Army in Korea), the interface takes place
within that headquarters.
(2) When a JTF is established, its headquarters command and control system
is part of the WWMCCS. Provisions must be made to interface the command
and control systems of the tactical headquarters of the JTF subordinate
components (e.g., an Army brigade, a Navy task force, or a tactical Air
Force) and the headquarters of the JTF.
c. Each commander supported by the WWMCCS has a WWMCCS subsystem which must
be configured and operated for effective support of the NMCS as-well as his
own specific mission. However, the priority requirement is to support the
NCA. A composition of each subsystem is provided in Volume V. Figure 1 is
a pictorial representation of the WWMCCS relationships. The WWMCCS sub-
systems generically are:

(1) The NMCS, which consists of the NMCC, the ANMCC, and the NEACP.
(a) The NMCS is the priority component of the WWMCCS designed to
support the NCA in the exercise of their responsibilities. (Note:
The NCA consist of the President and the Secretary of Defense or their
duly deputized alternates or successors.) The NMCS provides the means
by which the President and the Secretary of Defense can receive
warning and intelligence upon which accurate and timely decisions can
be made, apply the resources of the Military Departments, and assign
military missions and provide direction to the commanders of unified
and specified commands. The NMCS must be capable of providing
information so that appropriate and timely responses may be selected
and directed by the NCA and implemented. In addition, the NMCS
supports the Joint Chiefs of Staff in carrying out their
responsibilities.
(b) The NMCS also includes communications connecting its facilities
with primary and alternate command facilities of the (1) headquarters
of the unified and specified commands, (2) Service headquarters of the
Military Departments, and (3) other designated commands and DOD
agencies which provide support through the WWMCCS.
(2) Command and Control Systems of the Unified and Specified Commands
(a) These systems provide the means through which commanders of unified
and specified commands send and receive information and exercise
operational command of assigned forces.
(b) The command and control system of a unified command includes the
command and control systems of subordinate unified commands and JTFs
when these organizations are established and assigned.
(3) WWMCCS-Related Management/Information Systems of the Headquarters of
the Military Departments and Services. These systems consist of the
facilities, equipment, communications, procedures, and personnel which
provide the means through which the headquarters of the Military
Departments (US Army, US Navy, US Coast Guard when assigned, US Air Force,
and US Marine Corps) carry out their assigned functions in support of the
WWMCCS.
(4) Command and Control Systems of the

(a) These systems provide the means through which the commanders send
jnd receive information and exercise command over their forces.
b) WWMCCS subsystems as well as those referred to in subparagraph
4c(2) above comprise the command and control systems of the

Listed in Volume V of this publication.
e. Organizations and Systems Which Support the WWMCCS. Defense organizations
and systems which provide support to the WWMCCS are listed and discussed in
Volume V of this publication:

(2) Systems. Certain other systems are so closely related to, and
supportive of, the WWMCCS mission that their interface with the WWMCCS is
essential. These other systems are:
(a) Environmental Service. Environmental system support to the WWMCCS
i.s essential for ecisionmaking due to the correlation among
environmental conditions, weapon system effectiveness, and military
{>perations.
(b) Intell__ijence. Appropriate interfaces must exist at the WWMCCS
;,ubsystem level to insure the provision of all-source intelligence
s:or decisionmaking.
(c) L istics. The logistic system support to WWMCCS is required to
provide operationally significant logistic information to the deecision-
maker..
(d) Non-WWMCCS Surveillance/Warning Systems. Certain surveillance and
sensor systems, although not within the WWMCCS, provide warning and
intelligence information required to enhance WWMCCS support.
?:) Communications. Communication support to the WWMCCS is provided
by the DCS through special purpose networks, certain other networks
and systems, and other DCS common-user networks; e.g., AUTODIN/
AUTOVON.
Y;. Teem or.ar Extension of the WWMCCS Capabilities. The major subsystems listed
in paragraph 4 above constitute the command and control systems which support
the NCA and subordinate commanders in the day-to-day command and control of US
military forces, including the special capabilities for communications with
strategic offensive and defensive forces. However, during crisis situations,
the NCA or the Joint Chiefs of Staff may require temporary use of certain non-
WWMCC'S communications capabilities. Improvements to command and control systems

which are planned to support the requirement for such a temporary use will be
consistent with the objectives specified for the WWMCCS. The WWMCCS also
provides capabilities required by the NCA for communications with other
departments and elements of the US Government and with other addressees
designated by the NCA. Non-DOD capabilities may be utilized to enable the
WWMCCS to satisfy such requirements. Provision for interface capabilities will
be included, as appropriate, in all plans for improvements to the WWMCCS.

POLICY AND PROCEDURES FOR MANAGEMENT OF THE WWMCCS
1. Purpose. To provide the policy guidance and procedural instructions by which
the WWMCCS is managed. Separate policy and procedures for management of the
WWMCCS Standard ADP Systems* and for modification and improvement of the NMCS are
contained in Annex B and Annex C, respectively.
2. Applicability. DOD Directive 5100.30 assigns certain WWMCCS responsibilities
to the Chairman, Joint Chiefs of Staff, and to the Joint Chiefs of Staff which
require policies and procedures to be promulgated for the guidance of DOD
components involved in the development, acquisition, operation, improvement, and
support of the WWMCCS. It also assigns primary staff responsibility in OSD for
the WWMCCS and WWMCCS-related systems to the Director, Telecommunications and
Command and Control Systems, and for intelligence collection and reporting
systems within the WWMCCS to the Assistant Secretary of Defense (Intelligence).
3. Concept of WWMCCS Management
a. The following management activities associated with WWMCCS support of the
NCA are carried out at different organizational levels by different DOD
components, dependent upon the identity of the WWMCCS subsystem and the
particular functions being exercised. These management activities consist of:
(1) Establishing goals* and objectives* for the WWMCCS performance.
(2) Planning the evolution of the WWMCCS capability from existing
capabilities to the attainment of approved objectives.
(3) Validating* and approving* WWMCCS improvements and modifications to
overall command and control capability.
(4) Programming resources for current WWMCCS operations and improvements
to WWMCCS.
(5) Directing improvements and modifications to the WWMCCS.
(6) Establishing procedural policies.
(7) Controlling the performance of the system.
(8) Exercising the system and evaluating its performance.
b. The Chairman, Joint Chiefs of Staff, exercises responsibilities for the
following activities:
(1) Establishing WWMCCS Objectives. He provides objectives for the
:improvement of the WWMCCS capability to support the NCA in the achievement
of US military objectives and assures that overall objectives for command
and control systems promulgated in the JSPS are consistent with NCA
requirements in support of national policies. In this role he:
(a) Provides a description of the WWMCCS and its supporting assets.
(b) States critical objectives and relates subsystem requirements to
these.

(c) Establishes relative priorities of objectives and the ORs* which
support them.
(e) Compares current and projected system capabilities with WWMCCS
objectives and ORs in order to identify system deficiences and
unnecessary duplication of capabilities.
(f) Provides a source of command and control objectives which will be
considered in the development of JSPS plans and documents.
(g) Identifies WWMCCS issues which require further study.
(2) WWMCCS Performance Standards
(a) Establishes quantitative and qualitative performance criteria.
(Volume IV of this publication.)
(b) Specifies initial minimum WWMCCS performance criteria for support
of the NCA and the NMCS. Included in performance capability objectives
will be criteria for survivability of facilities, interoperability of
systems, timeliness of information transfer, allowable error rates,
compatibility of information interchange within standard systems, and
other criteria, as developed.
(3) Planning WWMCCS Improvements
(a) Reviews or validates all requirements for development and
implementation of modifications and improvements to the WWMCCS which
directly support the NCA and increase the effectiveness of the NMCS.
;b) For the NMCS, initiates WWMCCS ORs and prepares the necessary PPBS
-locumentation (see Annex C) with appropriate DOD component assistance.
(c) Establishes criteria for setting priorities for fulfilling approved
requirements based upon the needs of the WWMCCS to support the NCA.
(d) Assures that phasing schedules provide for a logical evolution and
oconomic sequence for planned WWMCCS development.
(4) WWMCCS Procedural Concept. Promulgates the overall procedural concept
for operating the WWMCCS, including procedures to be used in fulfilling
those NCA information requirements which must be satisfied through the
WWMCCS. The Chairman, Joint Chiefs of Staff, operates the NMCS.
(5) Controlling and Reportin_gon WWMCCS Performance
(a) Monitors the degree to which the subsystems comply with specified
improvements and performance criteria.
(b) Causes the system to be exercised for measurements of performance
and evaluation of effectiveness.
(c) Undertakes the evaluation and disseminates the conclusions to
appropriate DOD components as considerations for subsequent system
improvements and modification of requirements.

c. The commanders of the unified and specified commands and other commanders
supported by the WWMCCS provide objectives for improvement and operation of
the WWMCCS in support of their mission requirements.
d. The foregoing management activities of the Chairman, Joint Chiefs of Staff,
except those pertaining to WWMCCS Council activities, where appropriate, are
performed in coordination with the Joint Chiefs of Staff in the performance of
their responsibility to provide for the strategic direction of the Armed
Forces and to advise on the effectiveness of the WWMCCS.
e. For other than the activities cited in subparagraph 3b above, respon-
sibility for the operation, development, acquisition, and implementation or
improvement of the WWMCCS subsystems is.vested in the appropriate Service/
agency.
1. organizational Relationships
a. For WWMCCS matters, the Chairman, Joint Chiefs of Staff, is:
(1) The manager of the NMCS.
(2) A member of the WWMCCS Council.
For these roles he will be supported by the OJCS, primarily the Operations
Directorate, in the accomplishment of his functions. Normally, he performs
these functions in coordination with the Joint Chiefs of Staff.
b. The Deputy Director for Operations (Command and Control) has two WWMCCS
roles in support of the functions of the Chairman, Joint Chiefs of Staff,
described in subparagraph 4a above. They are:
(1) Operating and administering the NMCS, under the direction of the
Director for Operations, OJCS.
(2) Chairman, WCSG. The WCSG consists of three members: one appointed
by the Chairman, Joint Chiefs of Staff, one appointed by the Assistant
Secretary of Defense (Intelligence), and one appointed by the Director,
Telecommunications and Command and Control Systems. The chairmanship of
the WCSG is held by the appointee of the Chairman, Joint Chiefs of Staff.
The WCSG provides staff support for the WWMCCS Council.
c. The manager of the WWMCCS ADP program functions under the Deputy Director
for Operations (Command and Control). The organizational relationships for
the WWMCCS ADP program are as shown in Annex B of this publication.
d. The Communications-Electronics Directorate, Joint Staff, performs duties
for WWMCCS communications support by responding to the Deputy Director for
Operations (Command and Control), Joint Staff, whenever and wherever the
capability and assets of the C-E Directorate are needed to provide communica-
tions support to the WWMCCS.
5. Programs and Resources. In order for the Chairman, Joint Chiefs of Staff,
to maintain cognizance of all WWMCCS programs, as required by DOD Directive
5100.30, the Services/Defense agencies will provide. designated WWMCCS programs
and resource information in accordance with the procedures prescribed below
and in Annex F.
a. WWMCCS Resource Identification List Selection Criteria. The criteria for
selecting systems programs to be included in the WWMCCS Resource Identifica-
tion List have been developed as follows:

(1) Detailed resources information for all systems/programs comprising the
WWMCCS is not necessary for overall management purposes. However, infor-
mation on the more significant systems/programs at the heart of the WWMCCS
system would contribute to proper WWMCCS management. Any such list would
be dynamic (as new systems phase in and out of the WWMCCS and their
relative significance changes) and judgmental (since no rigid rules exist
which can be readily applied in making such a selection). As an overall
guide, the following criteria, based on their functional relationship to
direct support of the NCA, are used to select those systems contained in
the WWMCCS Resource Identification List (Annex A).
(a) Essentiality to the NMCS in providing direct support to the NCA.
(b) Provision of an option by which the NCA can exercise direction and
control of military forces for nuclear weapons employment and other
time-sensitive operations.
(c) Joint nature of system development, acquisition, or use.
(d) Significance in resources expenditure.
(2) These criteria represent a rational framework for determining those
systems/programs vital to the systematic worldwide support of the NCA.
Normally, these systems/programs are within the dedicated WWMCCS as
derived from DOD Directive 5100.30 and described in the current edition of
the WWMCCS Objectives Plan. In essence, each candidate provides critical
capabilties which expand, when required, the capability of the NMCS to
support the NCA. The DOD system/programs listed in the WWMCCS Resource
Identification List meet the criteria outlined above and contribute to the
effectiveness of the WWMCCS. A format for resource report on these systems/
programs is contained in Annex F.
b. Procedures for Reporting Program and Resource Information. The supporting
t5ervice/DDefense agency will provide the Joint Chiefs of Staff with WWMCCS
program and resource information pertinent to all WWMCCS ORs and those
selected systems specifically identified in the WWMCCS Resource Identification
?,ist contained in Annex A.
(1) When the POM is submitted to the Secretary of Defense, each Service/
Defense agency will provide the Joint Chiefs of Staff with program and
resource information derived from the POM submission regarding the WWMCCS
ORs and systems for which they have program responsibility.
(2) This information will be in the form of a "WWMCCS Requirement Report"
and a "WWMCCS Resource Report."
(3) The WWMCCS Requirement Report will include the current status of all
WWMCCS ORs identified in the current WWMCCS Objectives Plan. (Volume VI
when published.)
(4) The WWMCCS Resource Report will contain the current PPB status of each
of the selected WWMCCS systems.
(5) The specific reporting instructions and format for both reports are
described in Annex F.
(6) The Services/Defense agencies will provide the Join- Chiefs of Staff
with copies of their reclamas to any WWMCCS-related Program Decision
Memorandums, Program Budget Decisions, or other. programming or budgetary
actions.

(7) The Services/Defense agencies will provide timely information to the
Chairman, Joint Chiefs of Staff, concerning any Program Change Request,
Decision Coordinating Paper, major reprogramming request submissions, or
response to congressional query or. substantive issues which pertain to
WWMCCS subsystems.
c. Applicability. These procedures apply to all WWMCCS ORs (except for the
WWMCCS ADP System ORs for which resource information is reported under
procedures of Annex B of this publication) and those selected systems
specifically identified in the: WWMCCS Resource Identification List contained
in Annex A and to the Services/Defense agencies responsible for supporting
those requirements and systems.
d. Objectives. The objectives of these procedures are:
(1) To insure responsiveness, functional interoperability, and standardi-
zation of the WWMCCS and to increase the effectiveness of the NMCS.
(2) To assist the WWMCCS Council; the Chairman, Joint Chiefs of Staff; and
the Joint Chiefs of Staff in carrying out their responsibilities for
improvement of the WWMCCS.
(3) To provide information required for the WWMCCS Objectives Plan.
(4) To assist the Joint Chiefs of Staff in advising on the effectiveness of
the WWMCCS.
(5) To assist the Chairman, Joint Chiefs of Staff, in supporting the
Services/Defense agencies in.DOD budget reviews and congressional budget
hearings concerning WWMCCS resources and programs.
6. Master Plans and Summary Plans. The Chairman, Joint Chiefs of Staff, maintains
cognizance of all WWMCCS concepts, objectives, and requirements through plans
submitted by each commander of a unified or specified command, by the Service
headquarters of the Military Departments, and by the Defense agencies.
a. Each commander of a unified or specified command will submit to the Joint
Chiefs of Staff a command and control system master plan (described in Annex
G) for the command and control systems serving his command. These plans will
include guidance to assure interoperability of the command-wide command and
control and intelligence support systems necessary for the execution of the
operational functions of the unified and specified commands. These plans are
submitted for initial approval by the Joint Chiefs of Staff and review by the
Chairman,. Joint Chiefs of Staff. Each plan will be updated at least annually
in accordance with the schedule of Annex G.
b. A command and control system summary plan (described in Annex G) for the
WWMCCS-related management information systems of the Service headquarters of
the Military Departments and the command and control support systems of the
Defense agencies will be submitted to the Chairman, Joint Chiefs of Staff, for
information. Each plan will be updated at least annually in accordance with
the schedule of Annex G.
c. DOD Directive S-5100.44 is the Command and Control Master Plan for the
NMCS. DOD Directive S-5100.44 and Annex C provide the means by which needed
modification and improvements to the NMCS can be identified.

a. The responsibilities of the Chairman, Joint Chiefs of Staff, which relate
to processing of wMCCS ORs are:
(1) Develop and validate ORs of the NMCS.
2) Develop an overall WWMCCS Objectives Plan.
3) Prepare, with appropriate DOD component assistance, appropriate
planning, programming, and budgeting documents for the NMCS.
4) Validate WWMCCS ORs of the commanders of the unified and specified
commands.
(5) Maintain cognizance of all WWMCCS programs and capabilities.
(6) Make recommendations to the Secretary of Defense on the design,
;development, and procurement of systems for the NMCS.
(7) Make recommendations to the Secretary of Defense to insure responsive-
ness, functional interoperability, and standardization of the WWMCCS.
(8) Make recommendations to the Secretary of Defense for changes to the
WWMCCS that will increase the effectiveness of the NMCS.
(9) As a member of the WWMCCS Council, the Chairman, Joint Chiefs of Staff,
assists in providing policy guidance for the development of the WWMCCS.
b. Procedures for processing WWMCCS ORs in accordance with established PPBS
procedures are prescribed herein to assist the Chairman, Joint Chiefs of
Staff, acting in coordination with the Joint Chiefs of Staff, in carrying
out his responsibilities.
c. WWMCCS ORs of the NMCS and the command and control systems of the unified
and specified commands will be submitted to the Chairman, Joint Chiefs of
Staff, for validation. WWMCCS ORs of the Services, DOD agencies, and Service
component commands will be submitted to the Chairman, Joint Chiefs of Staff,
for review and comment only when they are directly related to an interface
with the NMCS or perform a critical function in support of the NMCS. ORs
whose costs are below the following thresholds may be processed without
submission to the Chairman, Joint Chiefs of Staff. WWMCCS ORs should be
submitted for validation or review, as appropriate, if estimated new
investment costs exceed $500,000 or new annual lease costs exceed $200,000.
Information copies will be provided to the Chairman, Joint Chiefs of Staff, on
all below-the-threshold requirements which exceed a cost of $100,000 at the
time of approval by the appropriate approving authority. These thresholds are
not applicable to increased costs of ongoing, approved WWMCCS ORs that can be
satisfied by reprogramming within the limits established by DOD Directive
'7045.7. Cost trade-offs which would reduce these figures will not be used to
determine if a project exceeds these thresholds but can be used as justifica-
tion for approving the ORs. Further, if total overall 5-year costs, including
O&M, R&D, etc., exceed $1 million, the OR will be considered to exceed
thresholds.
d. The processes concerned with the handling of ORs are validation and
approval and programming and budgeting.

(1) Validation and Approval. The validation and approval process consists
of the following steps, which occur in chronological sequence at one or
more organizational levels.
(a) Perceive a need or deficiency by comparing current capability to
approved objectives.
(b) Prepare and submit an OR to satisfy the need or deficiency. (See
Annex D for format or Annex B for special format applicable to WWMCCS
Standard ADP Systems.)
(c) Perform a technical analysis of the OR. Propose a solution or
alternative approach(es). Prepare resource cost and schedule
estimate(s). (See Annex E for format or Annex B for special format
applicable to WWMCCS Standard ADP Systems.)
(d) The Chairman, Joint Chiefs of Staff, in coordination with the Joint
Chiefs of Staff, validates the WWMCCS ORs of the NMCS and the
commanders of the unified and specified commands, commanders of sub-
ordinate unified commands, and JTFs when established. Competent
authorities within the appropriate Service/Defense agency validate the
ORs of other WWMCCS subsystems.
(e) ORs are approved by competent authority and processed in accordance
with established PPBS procedures.
(f) If, during the process, described above, the requirement fails to be
validated or is not approved, it will be returned to the originator
with appropriate comments.
(2) Programming and Budgeting. Programs to satisfy approved WWMCCS require-
ments will be entered and processed in the PPBS by the appropriate Service
or Defense agency, in accordance with DOD Directive 7045.7.
e. The following subparagraphs discuss the details of processing WWMCCS
requirements.
(1) NMCS ORs. NMCS ORs are developed by the Joint Staff in accordance with
Annex C to satisfy needs identified by WWMCCS objectives. The Joint Staff
will forward the NMCS OR in the format set forth in Annex C (or Annex B for
WWMCCS Standard ADP Systems) to the DCA or the cognizant Service with a
request to prepare a TA/CE in the format of Annex E (or Annex B for WWMCCS
Standard ADP Systems). The Chairman, Joint Chiefs of Staff, will validate
or reject the requirement. If validated, he will include the 14MCS OR in
the annual revision of the NMCS Five Year Master Objectives Program which
will be submitted to the Secretary of Defense for review and approval. He
will also submit the validated NMCS.OR to the appropriate Service/agency
for planning. If a defense system development is required, the Service/
agency will conduct the conceptual work leading to the definition of
alternative system candidates and will forward a draft DCP or PM to the
Secretary of Defense for approval. The Service/agency will conduct this
conceptual work in full coordination with the Chairman, Joint Chiefs of
Staff, and will obtain his coordination on the draft DCP (or PM) prior to
submitting it to the Secretary of Defense. The Chairman, Joint Chiefs of
Staff, will make recommendations to the Secretary of Defense on design,
development, and procurement of the system. The Chairman, Joint Chiefs of
Staff, may submit the draft DCP to the WWMCCS Council for review and
comment. when he considers it appropriate. The Secretary of Defense reviews

the draft DCP (or PM) and records his decision related to the development
program. If a system development program is not required, the Service/
agency will initiate the PPB action necessary to satisfy the OR. The
Chairman, Joint Chiefs of Staff, will maintain cognizance and monitor
program progress.
(2) ORS of Commanders of Unified/Specified and Subordinate Unified Commands
(a) WWMCCS ORs of the commanders of the unified and specified commands
and commanders of the subordinate unified commands are developed and
submitted by the commanders of the unified and specified commands to
the Joint Chiefs of Staff in the format of Annex D (or Annex B for
WWMCCS Standard ADP Systems).
(b) The submitting commanders shall coordinate the OR with other
organizations under their operational command whc are supported by the
1,,1WMCCS and with commanders of other organizations who may have a
similar requirement.
(c) The Joint Chiefs of Staff will forward the OR, with comments, to
in appropriate Service to conduct a preliminary estimate of the require-
utent to determine whether solutions are potentially available to
:satisfy it.
1. If the expenditure of significant resources to examine the
solutions does not seem to be warranted or the technical
infeasibility of solution indicates that a more detailed estimate
is not justified, the Service will forward the results of the
preliminary estimate to the Chairman, Joint Chiefs of Staff, with
a recommendation for not continuing with a detailed TA/CE.
2. If further assessment appears warranted but the expenditure of
significant resources to continue will be required, the Service
will obtain concurrence from the Chairman, Joint Chiefs of Staff,
to proceed, based on the preliminary estimate- Otherwise, that
Service will conduct a technical assessment, examine alternative
methods for achieving the improvement, make a cost and schedule
estimate,and recommend a course of action to Include a determina-
tion of the level of approval required.
3. Assistance from appropriate Services and DOD agencies on matters
which are in their area of expertise and funding responsibility
will be provided to the Service conducting the overall evaluation.
4. The evaluation by the Service will be in the format of Annex E
(or Annex B for WWMCCS Standard ADP Systems). The Service
evaluation will include coordination with other Services and the
Defense agencies, as necessary, to provide the required data and
with the submitting unified or specified command, if required, to
define the OR further.
5. The OR and the associated evaluation will be processed in
accordance with JCS procedures, as appropriate. The Chairman,
Joint Chiefs of Staff, in validating or rejecting the OR, will have
the benefit of Service/agency evaluation and recommendations, as
well as the recommendation by the Joint Chiefs of Staff. Upon the
recommendation of the Joint Chiefs of Staff, the validated OR will
be forwarded to the appropriate Service for approval at the Military
Department level, if the funding required to satisfy the OR is

within the authority of the Secretary of the Military Department to
approve and implement. In this case, the Secretary of Defense and
the Chairman, Joint Chiefs of Staff, will be advised of the action
taken. In the event funding requirements exceed the approval
authority of the Military Department or the responsible Service
cannot fully support the recommendations of the Chairman, Joint
Chiefs of Staff, the validated OR will be forwarded through the
appropriate Military Department to the Secretary of Defense for
resolution. In this manner, the responsible Service will have an
opportunity to show a relationship between satisfaction of the
validated WWMCCS OR and other operational requirements from a
balanced-force context.
6. If the Chairman, Joint Chiefs of Staff, considers it appropriate,
he may submit the OR and the associated evaluation to the WWMCCS
Council for review and comment after obtaining military Department
comments prior to forwarding it to the Secretary of Defense for
resolution.
7. Validated ORs are processed in accordance with established PPBS
procedures. The Chairman, Joint Chiefs of Staff, will maintain
cognizance and follow program progress.
(3) ORs of Services/Defense Agencies and Service Component Commanders
(a) WWMCCS ORs of the Services, Defense agencies, and Service
component commanders are developed by the respective organizations
concerned and validated by competent authorities within the appropriate
Service or agency. Commanders of Service component commands will first
obtain comments of the commanders of the unified command, as
appropriate, for WWMCCS ORs developed by the component commands.
(b) Validated WWMCCS ORs which relate directly to an interface with the
NMCS or perform a critical function in support of the NMCS are
forwarded in the format of Annex C (or Annex B for WWMCCS Standard ADP
Systems) for review by the Chairman, Joint Chiefs of Staff. JCS
reviews will be conducted, as appropriate.
(c) Upon the recommendations of the Joint Chiefs of Staff, the
Chairman, Joint Chiefs of Staff, will forward these WWM.CCS ORs with
his comments to the appropriate Service for approval at the Military
Department level if the funding required to satisfy the OR is within
the authority of the Secretary of the Military Department to approve
and implement. In this case, the-Secretary of Defense and the Chair-
man, Joint Chiefs of Staff, will be advised of the action taken. In
the event funding requirements exceed the approval authority of the
Military Department or the responsible Service cannot fully support the
recommendations of the Chairman, Joint Chiefs of Staff, the validated
OR will be forwarded through the appropriate Military Department to the
Secretary of Defense for resolution. In this manner, the responsible
Service will have an opportunity to show a relationship between
satisfaction of the validated WWMCCS OR and other operational require-
ments from a balanced-force context. Other validated ORs pertaining to
these WWMCCS subsystems are processed in accordance with established
PPBS procedures.

(4) Telecommunications requirements will be processed in accordance with
DOD Directive 4630.1 or other established policy* for communications;
however, if the requirement is a WWMCCS OR, the procedures herein apply.
The only changes to DOD Directive 4630.1 procedures in this latter case are:
(a) JCS validation will be by the Chairman, Joint Chiefs of Staff,
based on a joint action.
(b) Information copies of Service/Defense agency validated ORs will be
furnished in accordance with the procedures of subparagraph 7e(2)(c)7
above.
(5) In accordance with DOD Directive 5100.30, the Assistant Secretary of
Defense (Intelligence) or the Director, Telecommunications and Command and
Control Systems, reviews all ORs submitted to the Secretary of Defense and
coordinates them with other staff agencies in OSD as required, such as the
Assistant Secretary of Defense (Comptroller) for certain ADP matters. They
review all data concerning the requirement, consider the priority within
the WWMCCS, and make recommendations to the Secretary of Defense. For
high priority ORs that are to be processed out of cycle, the Secretary of
Defense issues Program Change Decisions to the Services/Defense agencies
in response to Program Change Requests. Those requirements that are to be
processed in cycle will be returned to the Services/Defense agencies for
preparation of final programming and budgeting documentation, with
information copies to the Chairman, Joint Chiefs of Staff. The commanders
of the unified or specified commands or other elements concerned will be
informed, as appropriate, by the Joint Chiefs of Staff.

1. Purpose
a. This chapter prescribes the policies and procedures which govern the
contents and publication cycle of the individual volumes of this publica-
tion and
b. Describes the relationship among volumes of this publication and their
relationship to other WWMCCS documents.
2. Background and Authority
a. DOD Directive 5100.30, 2 December 1971, "World-Wide Military Command and
Control System (WWMCCS)," assigns specific responsiblities to the Chairman,
Joint Chiefs of Staff, and to the Joint Chiefs of Staff. These responsi-
bilities are discussed in detail in Chapter II of this volume.
b. In addition, DOD Directive 5100.30 establishes a WWMCCS Council, chaired by
the Deputy Secretary of Defense, with the Chairman, Joint Chiefs of Staff, the
Assistant Secretary of Defense (Intelligence), and the Assistant to the
Secretary of Defense (Telecommunications) (now Director, Telecommunications
and Command and Control Systems) as members. The WWMCCS Council provides
policy guidance for the development and operation of the WWMCCS and evalua-
tion of its overall performance.
3. Contents of the Publication
a. The volumes of this publication comprise an organized authoritative set of
procedures, policies, and information which supports the Chairman, Joint
Chiefs of Staff, and the Joint Chiefs of Staff in management and continued
development of the WWMCCS as tasked by DOD Directive 5100.30. This publica-
tion provides the basic management procedures, overall definition, operational
concept, and description of the WWMCCS. It further records decisions and
promulgates policy guidance for establishing goals and objectives, developing
requirements, schedules, and performance criteria for WWMCCS and its elements.
The contents of each volume focus upon a specific aspect of the WWMCCS, as
noted below.
b. Volume I, "Management of the WWMCCS," provides a definition and description
of the WWMCCS for use by managers and planners who have responsibilities for
the requirements definition, improvement, and acquisition aspects of the
WWMCCS. It amplifies DOD Directive 5100.30, establishes the procedures
necessary to implement hardware and software improvements, and establishes
resource reports which are'necessary to monitor WWMCCS costs. It also
provides a summary of the data/information flow management procedures for
WWMCCS.
c. Volume II, "Concept of Operations," is a description of the WWMCCS
mission and of the functional aspects of the system and of its elements in
support of the mission. The concept of operations is a broad statement of
WWMCCS usage at the national level and serves as guidance to subordinate
levels in developing supporting, detailed concepts.
d. Volume III, "WWMCCS Objectives," provides guidance to planners concerned
with improvement of the WWMCCS. It records policy and guidance for

Volume III defines the goals of WWMCCS as derived from national policy and the
concept of operations. Mid-range objectives to attain these goals are
presented in Annex A of Volume III. Long-range objectives and those impacting
on planning of R&D programs are presented in Annex B of Volume III.
e. Volume IV, "Performance Criteria," describes broad qualitative and
quantitative performance criteria established by appropriate authority for the
WWMCCS. It is not a designer's guide but rather a compendium of
characteristics and key parameters which can be used to measure the perform-
ance of WWMCCS components, subsystems, and elements.
f. Volume V, "WWMCCS Composition," is a compendium of the WWMCCS facilities,
ADP equipment, warning systems, communications networks and systems,
supporting organizations and systems, and executive aids. It provides a
system overview and highlights the WWMCCS interfaces.
g. Volume VI, "Operational Requirements and Resource Data," provides a
listing and description of previosuly validated ORs submitted by the OJCS,
the unified and specified commands, Services, and DOD agencies which are
designed to improve WWMCCS operations by supporting WWMCCS objectives. The
OR summary contains a cost summary, the priority category of the OR, and
identification of the document/action that validated the requirement.

Update Cycle of This Publication. This publication will be reviewed, as
.ei'ined in Annex H, on a continuing g basis to insure currency of information. The
review includes the correlation of decisions, policy changes, and approved
recommendations emanating from studies and analyses, to the topics of the various
volumes of this publication.
a. As a minimum, Volume III will be reviewed, updated, and, if need be,
revised annually concurrently with the JSOP, Volume II (Annex E), and the
JRDOD so as to permit approval by the Joint Chiefs of Staff along with these
documents in accordance with the Program Budget Review Schedule.
I). Volume II will be reviewed and updated and, if need be, revised annually
in August so as to provide guidance to unified and specified commands, the
Services, and DOD agencies in the submission of their master plans and summary
plans and to serve as input to the JSOP, Volume I, of the subsequent PPBS
cycle.
d. Volumes I, IV, and V contain policy, guidance, and descriptive material
which are not expected to change frequently or on a predictable basis. They
will be reviewed and updated as required by changes in policy or system
configuration.

6. Securit _and Reproduction Procedures. The security classification of
individual volumes of this publication varies. The security protection of this
publication will be in consonance with applicable regulations and with the
following:
a. A distribution list of addressees and the number of copies for each will be
specified in each published volume. Except as provided in this subparagraph
and subparagraph 6b below, distribution to addressees not listed in the
distribution list of the individual volumes will require approval of the
Joint Chiefs of Staff. The foregoing does not preclude the Services from

1. Purpose. To present the basic policy and procedures governing the management
of t ormal reports which provide military information required by the NCA.
2. Scope. This chapter summarizes the purpose of JCS Pub 6, "Joint Reporting
Structure," which provides for the reporting of information directly related to
the planning, execution, and postoperational analysis of military operations.
Chapter IV is included herein for completeness in treating the subject of
managing the WWMCCS. For the details of operation of the JRS, see JCS Pub 6.
3. Discussion. The JRS reports comprise the major information source for the
NMCS Information System. In support of this mission, the information contained
in the JRS should be directly relatable to the planning, execution, and post-
operational analysis of military operations. This information, however, cannot
be limited to that required in the operations functional area. It must include
summary data consistent with the specific detail required for other functional
areas as well, if the commanders concerned are to be provided with sufficient
information to make the broad variety of decisions required for the successful
completion of a military operation. The entire JRS will then portray personnel,
material and equipment status, operational and logistic planning information,
intelligence, and other information applicable to the overall military situation.
4. The JRS was developed to:
a. Provide, to the maximum extent possible, the military information required
for the NCA to perform their functions.
b. Provide a centrally coordinated catalog of recurring joint and individual
Service/DOD agency reporting requirements necessary to support command
decisions in the planning, execution, and postoperational analysis of military
operations.
c. Preclude the generation of duplicative recurring reporting requirements by
providing an information base to be reviewed by:
(1) The OJCS prior to the generation of a new report.
(2) The Service/DOD agency staffs prior to the generation of a new report.
d. Provide a set of standards for use within the structure to include report
description format, card formats, magnetic tape label formats, and trans-
action codes.
e. Enable coordination procedures which would insure prompt and responsive
coordination of minor changes. This includes designation of a single point
of contact within each Service and DOD agency staff and the OJCS.

(2) DCA Command and Control Summary TR 950-1-72, June 1972, NMCS Applications
Software Description. This document focuses on identifying and describing,
at a summary level, the applications software required to execute NMCS
command and control subsystems. The mission, concept of operations, and
subsystems processing are detailed as well as the inputs, files/data bases,
programs/processors, and outputs for each of the eight subsystems
discussed. In addition, subsystem roles and interrelationships with
respect to their use of applications software are investigated.
5. Supporting Agencies/Groups
a. WWMCCS ADP Users Group. This group provides a forum for the exchange of
ideas and surfacing of problems among members of the WWMCCS ADP community.
The group has no policy-making functions but rather provides recommendations
to the WWMCCS Project Management Office.
b. WWMCCS Informal Forum. DJSM-1560-72, 14 August 1972, "Informal Forum for
Discussing WWMCCS Progress and Problems," established this forum to enable
the Director for Operations to meet periodically with representatives of the
Services, DCA, DIA, and NSA/CSS to discuss WWMCCS progress and problems. This
informal arrangement is intended to improve communc.iations among the major
Washington participants in the WWMCCS and to provide a forum where anticipated
problems can be resolved by thorough discussion at the senior officer level.
c. WWMCCS Council Support Group. This group consists of three members: one
appointed by the Chairman, Joint Chiefs of Staff; one appointed by the
Assistant Secretary of Defense (Intelligence); and one appointed by the
Director, Telecommunications and Command and Control Systems. The group
assists in planning of the workload of the WWMCCS Council. It processes for
consideration by the WWMCCS Council such plans, studies, reports, and
recommendations submitted by the OJCS, the Joint Chiefs of Staff, OSD, or
Council members. It develops, coordinates, and issues for the Council the
agenda and briefing schedules for meetings of the WWMCCS Council. Addition-
ally, it arranges technical assistance briefings for the Council.
d. ADP Standardization Update Working Group. This is an ad hoc working group
with representatives from the Services, DCA, and DIA, meeting as required.
The group is to provide required Service and agency representation to the
Project Manager, WWMCCS ADP Program, during the development of the WWMCCS
Standard ADP System. Additionally, the group is to provide technical liaison
to the JTSA as required.

FORMAT FOR THE SUBMISSION OF WWMCCS OPERATIONAL REQUIREMENTS
(The OR provides the originator of the requirement an opportunity, to express,
in nontechnical language, the essential element of the requirement. It should
contain as much of the information indicated below as possible, based on best
estimates. ORs for ADP equipment and software will be processed in accordance
with procedures of Annex B, and data will be refined as they proceed through
staff coordination.)
WWMCCS REQUIRED OPERATIONAL CAPABILITY FOR:
Insert short descriptive title of the requirement.
Include security classification, if applicable.
Unclassified titles are desired.
SECTION I. STATEMENT OF REQUIREMENT
1. Description. Describe the requirement by indicating:
a. General characteristics in sufficient detail to present a clear picture
of the requirement. Characteristics stated will represent mandatory or
minimum acceptable performance features unless :indicated as "desirable";
i.e., those features to be achieved without disproportionate increase in
cost, complexity, and leadtime while maintaining the required standards of
reliability and maintainability.
b. The effect the OR will have on the WWMCCS capability to support the NCA.
c. Whether the requirement is for a new item or a replacement. Indicate its
relationship to other ORS and to other items or material in use.
d. Broad concept of employment of the requirement (how, when, where, and by
whom).
e. Other standard or developmental equipment with which the requirement must
be compatible.
f. Recommended security classification of the requirement, of the development
effort, and other restrictions.
g. Desired CY of initial and/or full operational capability.
h. Recommendations for Service/Defense agency responsible for development and
funding.
SECTION II. JUSTIFICATION
2. Reason for Requirement. State why existing system cannot satisfy requirement.
Indicate objectives, missions, or functions that will be prejudiced by failure
to develop the proposed requirement. Relate the OR to one or more specific
WWMCCS objectives. State why it will make a major contribution to effective
command and control for the period in which it is required. Cite enemy threat
from approved intelligence estimates. Additionally, furnish information on:
a. Time:-phasing of requirement in relation to present installation and future
objectives.

b. Make reference to studies, exercise reports, or other documents which
rear on the requirement.
Operational Concept. Describe envisaged operational concept in sufficient
c.etai1 to permit planning for integration into the WWMCCS. Include considera-
tion of:
a. Command centers for which the requirement is applicable and numbers
required.
c. What the requirement will accomplish, such as effects achieved
strategically, technically, or administratively.
d. How and when the required capability will be operationally employed and
controlled.
e. How the new capability will operationally interface when employed with
other systems as appropriate.
4. Technical Feasibility. Specify feasibility studies, component development,
or `f-her technical data related to the requirement which will assist in
determining the technical feasibility of the requirement. (After research of
the user input, a technical feasibility statement and a statement regarding
industrial potential to support a requirement will be made in the TA/CE which
is prepared by the supporting Service/Defense agency.)
7. Priority Category. Recommend category of urgency priority of the OR. The
purpose of establishing priority categories is to furnish guidance on the degree
of urgency associated with a requirement to supporting Service/Defense agencies
=or programming and justification of funds and personnel in meeting the require-
ment. Priority categories will be assigned in accordance with the following
definitions:
a. Category I. Requirement is essential for successful strategic direction
of the Armed Forces by the NCA.
b. Category II. Requirement will substantially increase the effectiveness
of either national level command and control or that of other WWMCCS users or
will provide such marked improvement of existing capabilities that complete or
extensive replacement would be justified.
c. Category III. Requirement is necessary to complement higher category
requirement and improve overall effectiveness of either national level
?o,mmand and control or that of other WWMCCS users.
d. Category IV. Requirement will maintain effectiveness of the system at
reduced cost.
SECTION IV. CHARACTERISTICS

a. System weight limits.
b. Configuration, silhouette, dimensional and cube limitations, crew space,

c. Durability factors to indicate degree of ruggedness.
d. Security requirements to include TEMPEST considerations, if required.
e. Vulnerability factors, specifying hardening required or desired in terms
of nuclear effects environments in which the material would be uiredkto
survive.. The effect levels specified should include blast, ground
thermal radiation, nuclear radiation, and electromagnetic pulse. Considera-
tion should also be given to any shock-mounting requirements for sensitive
equipment.
9. Maintenance Characteristics. State those maintenance characteristics
operations y require y t e user. Give consideration to:
a. Design to permit ease of accessibility to often checked items.
b. Incorporation of "go-no-go" simple test equipment or procedures.
c. Use of quick disconnect type fittings on electrical connections and
harnesses or other interface surfaces where design will permit use of quick
disconnect fittings.
d. Type and level of maintenance support envisaged; e.g., contract or user.
10. Human Engineering Characteristics. State user requirements for compatibility
with physical and mental capabilities of operating personnel. For example:
a. Information needs for operator decision; e.g., fields of view, warning
alarms, and communications.
b. Procedures for allocating functions between man and machine.

11. Priority of Characteristics. List physical, maintenance, and human
engineering characteristics in relative order of priority to the user.
12. Quantitative and Qualitative Personnel Considerations. In consonance with
the stated operational concept for the installation, state the user require-
ments for personnel to maintain and operate the material- For example:
a. Total personnel requirements, saving in personnel, or generation of
additional personnel requirements.
13. Training Considerations. State training requirements envisaged by the user
to be necessary, including, if possible, the concept of how training
should be accomplished; e.g., school, contractor.
14. Related Capabilities. Include requirement for other new capabilities and

FORMAT FOR TECHNICAL ANALYSIS AND COST
ESTIMATE FOR WWMCCS OPERATIONAL REQUIREMENTS
1. Scope. State the purpose of the TA/CE being summarized, identify the
specific OR to which the TA/CE is related, and provide a brief description of
the scope of the TA/CE.
2. Background. Include all essential information required to understand the
document. Present material in a logical and sequential manner.
3. Summary. Summarize the facts presented in the TA/CE. This should include
all alternatives and should not be a generally worded abstract.
4. Conclusions and Recommendations. Point out the most desirable course of
action est alternative) and summarize the reasons for selecting that
alternative, including any associated risks. Recommendations will not be
limited to the alternative but may include other items, if appropriate
(further studies, etc.). The Executive Summary should be a stand-alone section
of the TA/CE.
1. Introduction. Include the objective of the TA/CE and detailed background
information about the subject, as well as such items as threats, desired goals,
existing capabilities, etc.
2. Technical Feasibility Factors Analysis. Include the technical feasibility for
developing and producing capabilities to satisfy the requirements within the
timeframe specified. Include identification and assessment of technical risks
that may influence effectiveness, cost, and operational date of the requirements.
3. Alternatives. Present each alternative (description, risks, costs, rough
schedules, advantages, disadvantages). Analyze alternatives, including benefit
and cost estimate, lease versus buy, etc. Only the two, or at most three, most
viable alternatives should be presented. Other alternatives and the rationale
for rejection may be presented concisely to show that they were considered.
4. Recommended Alternative. Address conceptual information to the extent
feasible, including, if possible:
a. Project Engineering Concept. Scope of the recommended alternative, its
general configuration, and other technical characteristics. Relationship
between this approach and ongoing or programmed future projects/programs will
be discussed. Included, as available, will be appropriate consideration of
the following:
(1) Summary of required equipment.
(2) Statement of the interface and integration requirements.
(3) Identification of required documentation.
(4) :Required ancillary equipment.
(5) Security requirements.

INSTRUCTION FOR PREPARING WWMCCS REQUIREMENT AND RESOURCE REPORTS
1. Subject and Purpose. To provide the WWMCCS Council and Joint Chiefs of Staff
with program and resource data for specific WWMCCS systems and identified ORs.
The reports described in this annex are provided in conjunction with the require-
ments established in paragraph 5, Chapter II, and supplement the information
contained in Service/Defense agency Annex B submissions of WWMCCS ADP resources,
the annual Service/Defense agency POM, and budget estimate submissions to the
Secretary of Defense.
2. Submitted By. The reports will be submitted by the headquarters of the
parent supporting Service/Defense agency responsible for funding of the WWMCCS
systems and programs identified in Annex A and the ORs identified in the current
issue of the WWMCCS Objectives Plan.

OUTLINE AND SUBMISSION SCHEDULE OF
MASTER PLANS AND SUMMARY PLANS
1. Plans are submitted to the Chairman, Joint Chiefs of Staff, by each
commander of a unified or specified command, by the Service headquarters of the
Military Departments, and by the Defense agencies.
2. The plans submitted by a commander of a unified or specified command is
called a "Command and Control System Master Plan." This is a document which
sets forth the concept, description, and general improvement plan for the
command and control system required for support of the NCA. It describes the
composition of the command and control system and the functional and organiza-
tional relationships among all elements of the system. It provides policy
guidance and objectives for the development and operation of the system and
describes specific ORs for improvement of the system.
3. The plan submitted by a Service. headquarters of a Military Department and by
a Defense agency is called a "Command and Control System Summary Plan.." This
document sets forth, in summary form, the concept and description of the WWMCCS-
related management/information systems of the Service headquarters of the
Military Departments and the WWMCCS-related portion of the command and control
support systems of the Defense agencies. It describes the general composition
and capabilities of the command and control system and presents an overview of
the functional and organizational relationships related to interoperability with
and responsiveness to the NMCS.

1. Purpose. This annex prescribes procedures for the expeditious handling of
changes to this publication.
2. Points of Contact

3. Changes. Changes to the WWMCCS Objectives and Management Plan include
additions and revisions resulting from new policies, procedures, and require-
ments, as well as revisions to existing WWMCCS Management and Objectives Plan
content resulting from system development.
4. Deletions. The deletion of information will generally result from the normal
review of the WWMCCS Objectives and Management Plan conducted by the OJCS with
the assistance of the points of contact of the Services and DOD agencies.
However, any Service or DOD agency desiring an earlier deletion than that which
would result from such a review may recommend such by the same procedures set
forth for changes.
5. Admini ? ative Procedures. This publication will be continually reviewed to
insure th it contains current information. Charts, graphs, and tables to
display appropriate data will be used to a maximum in lieu of narrative.

require reissue of one or more complete volumes/chapters of the

(3) Update. Requires minor revision of text and illustrations;
normally accomplished by corrigendum.
;(4) Review. Requires examination of contents of text and illustrations
in light of new guidance, current status, or known changes since publica-
tion to determine need for restructuring, revising, or updating. Analysis
may be required as part of the review and, where applicable, will form a
part of the review action.
b. The Director for Operations, OJCS, has overall responsibility for the
publication, review, restructuring, revision, and update of this publication.
This publication will be updated as required in accordance with JCS approved
procedures.
c. All users are encouraged to submit proposed changes, additions, and
deletions or recommendations for improvement of this publication to the
Joint Chiefs of Staff. Recommendations should be submitted through normal
channels to the Director, Joint Staff, Washington, D. C. 20301.
d. When a new document relating to WWMCCS is considered for publication,
coordination with the organizations listed as points of contact in the
applicable volume of the WWMCCS Objectives and Management Plan will be made to
establish the relation of the proposed document to the WWMCCS Objectives and

GLOSSARY AND DICTIONARY
1. Purpose. The purpose of Annex I is to provide:
a. Definitions and explanations of acronyms and abbreviations of terms used
in this publication.
b. A dictionary for terms and phrases having specific meaning within the
WWMCCS context.
2. Applicabili. Annex I is the official WWMCCS glossary and dictionary. For
terms not defined herein, consult JCS Pub 1, "Department of Defense Dictionary
of Military and Associated Terms," and the current issue of the OMB approved
vocabulary for information processing.
3. Discussion
a. Acronyms and abbreviations contained herein are the only authorized forms.
b. Care should be taken to apply to phrases and terms the meaning defined
in the dictionary when these terms or phrases are used in the WWMCCS context.
c. Annex I supersedes all other WWMCCS glossaries and dictionaries. Further
publication of such documents is hereby made unnecessary.,
d. Changes, additions, deletions from this chapter are subject to the
procedures of Annex H of this volume.
4. Dictionary
a. Acknowledgment Memorandum. The Acknowledgment Memorandum is the vehicle
by which the Joint Chiefs of Staff acknowledge receipt of an SDN. The
Acknowledgment Memorandum is general in nature and is used in several ways
with a variable format.
b. ADP Contractual Services. "All services in support of an ADP requirement
and obtained on a contractual basis, including, but not :Limited to: machine
time, operations, maintenance, and engineering modifications; training; and
professional services such as programming, systems analysis, systems design,
systems engineering, and consulting." (As defined in DOD Directive 5100.40,
"Responsibilities for the Administration of the Automatic Data Processing
Program," :L8 May 1970.)
c. ADP Cost Summary. The ADP cost summary is a summary of Service/agency
backup documentation for budget submissions.
d. Automatic Data Processing Equipment (ADPE). "General purpose, commercially
available automatic data processing components and the equipment systems
created from them, regardless of use, size, capacity, or price, which are
designed to be applied to the solution or processing of a variety of problems
or applications and which are not specifically designed, as opposed to
configured, for any specific application." (DOD Directive 5100.40, "Respon-

(1) The participants in the WWMCCS ADP Program may be categorized by type
of ADP equipment possessed. The two categories of systems and facilities
are defined below:
(a) WWMCCS Stand_ard System--This term is used to describe the collec-
tion of ADP hardware/software systems being procured from Honeywell
Lnformation Systems, Inc., under the WWMCCS ADP Program.
(b) WWMCCS Nonstandard ADP Facilities--This term is used to describe
those systems possessing other types of ADP equipment involved in
Supporting the WWMCCS or the IDHS activities.
(2) Selected IDHS activities provide support to the WWMCCS through the
input of finished intelligence products into command and control channels.
`['his is in addition to the primary IDHS function of providing automated
support to the intelligence mission. In this context, IDHS activities are
identified as candidates for acquisition of a WWMCCS Standard System.
This acquisition will promote increased compatibility between command and
control and intelligence processes in the above WWMCCS-oriented
intelligence input function.
(3) The heac.quarters/activities which are i.nvovled in WWMCCS, IDHS, or
WWMCCS-oriented support and provide the basis for the composition of the
ADP installations supporting the WWMCCS fall within the categories listed
below:
(a) WWMCCS Activities--as defined by DOD Directive 5100.30, "World-
wide Military Command and Control System (WWMCCS)" (see the definition
for "WWMCCS").
(b) IDHS Activities--in accordance with paragraph 2 above.

unexpected event that occurs during system operation. These incidents may
be caused by hardware, software, data base, or operating procedures.

but not limited to:
(1) "ADP administration (e.g., planning and coordinating ADP programs and

k. Automated Data Processing Standards Policy Group (ASPG). Exercises
monitoring, review, approval, and recommendations in certain functional areas
of the WWMCCS ADP Program. The ASPG includes representatives of the Military
Services, DIA, and DCA and is chaired by a representative of the OJCS.
1. ADP Standardization Working Group (ADPSWG). An ad hoc working group of
Service, DCA, and DIA representatives which provides support to the ASPG on
technical matters relating to the WWMCCS Standard Systems.

payroll, inventory control, and engineering analysis programs. Computer
programs may be either machine-dependent or machine-independent, and may be

Engineering Change Proposal (ECP). An ECP is a formal document prepared
in accordance with Military Standard 480-481, "Configuration Control -
Engineerinq Changes, Deviation, and Waivers."
t Facilities of Command and Control Systems
;l) Command Facility. A facility from which a commander, his representa-
tives, and supporting staff direct operations and control forces. It
provides the means to perform the command and control functional tasks
and to interface with other information systems and organizations.
(a) Primary Command Facility. The command facility at the primary
headquarters of the organization.
(b) Alternate Command Facility. A command facility, remote from the
primary facility, which is continuously operating to support
continuity of operations in the event a surprise attack destroys
or incapacitates the primary facility.
(c) Emergency Relocation Site. A command facility, remote from the
primary fcility; w l ch i mmaintained in an inactive or standby status
for relocation of personnel from the primary headquarters for
continuity of operations in the event warning time of an attack is
available.
(d) Alternate Headquarters Command Facility. The primary command
facility of a designated subordinate command which is expected to
survive an attack that would destroy the senior commander's primary
facility. This facility would provide for continuity of operations in

the event the senior commander's primary facility is destroyed or
incapacitated and an alternate command facility is not available.
u. Goal. A broad qualitative expression of ultimate performance toward
which improvement and development of command systems is directed.
v. Initiation of WWMCCS ORs. The procedure by which present WWMCCS
capabilities are evaluated against objectives to identify operational
deficiencies and by which requirements are submitted to correct these
deficiencies.
w. In-Process Review (IPR). Informal review by or for the PM to monitor the
development of a major deliverable item under the WWMCCS contract, or the
development of standard software by a designated activity.
x. Intelligence Data Handling System (IDHS). Information systems which
process and manipulate raw information and intelligence data, as required.
They are characterized by the application of general purpose computers,
peripheral equipment, and automated storage and retrieval equipment for
documents and photographs. While automation is a distinguishing character-
istic of the IDHS, individual system components may be either automated or
manually operated. Selected IDHS activities provide support to the WWMCCS
through the input of finished intelligence products into command and control
channels. This is an addition to the primary IDHS function of providing
automated support to the intelligence mission.
y. Interface. A boundary or point common to two or more similar or dis-
similar command and control systems, subsystems, or other entities against
which or at which necessary information flow takes palce. (JCS Pub 1)
sir z. Joint Technical Support Activity (JTSA). The JTSA is a. jointly manned
activity managed by the Director', DCA, under the operational direction of
the Joint Chiefs of Staff. Management direction of the JTSA and policy
guidance on matters pertaining to the assigned DCA responsibility to establish
and operate the JTSA are exercised by the Joint Chiefs of Staff through the
Director, DCA. Operational direction of the JTSA pertaining to technical
support within the responsibilities of the Joint Chiefs of Staff for manage-
ment of the WWMCCS Standard Systems will be, exercised through the Director,
Joint Staff, to the DCA official charged with the responsibility for technical
support functions. The primary mission of the JTSA is to provide centralized
technical support to the Joint Chiefs of Staff, Services/agencies, and
unified and specified commands for the WWMCCS Standard Systems.
aa. Justification, Approval, and Acquisition Documentation. (JAAD). The JAAD
comprises copies or abstracts from those documents established by
Service/agency policy and procedures in which the operational requirement is
identified, reviewed, and validated; resource requirements are identified;
and the ADP system configuration best suited to fulfill the requirement is
selected and approved.
bb. Maintenance Analyst Report. The Maintenance Analyst Report provides to
users acknowledgment of and response to ADP Incident Reports.
cc. NCA. The President and the Secretary of Defense or their duly deputized
alternates or successors. (JCS Pub 1)
dd. NMCS. The NMCS is the priority component of the WWMCCS designed to
support the NCA in the exercise of their responsibilities. It also supports
the Joint Chiefs of Staff in the exercise of their responsibilities. (DOD
Directive 5100.30)

ee. Objective. A statement of aims to which resources should be allocated
in order to support the established goals of the system. Objectives should
be sufficiently definitive to provide guidance for the evolutionary develop-
ment and improvement of the WWMCCS.
ff. Operational Direction. Those functions required in connection with the
supervision of operations. These functions include the establishment of
goals, the planning of actions, the issuance of authoritative instructions,
and the controlling of their execution by the operating forces. These
functions of operational direction apply to all aspects of the operation and
are not limited by the restriction on operational command.
gg. Operating Forces. Those forces whose primary miss=ions are to participate
in combat and the integral supporting elements thereof. (JCS Pub 1)
hh. Operational Requirement. See WWMCCS OR.
ii. Project Manager. The Project Manager of the WWMCCS ADP Program is
responsible under the Joint Chiefs of Staff for the overall management of the
WWMCCS ADP Program.
jj. Service Subordinate Headquarters (SSH). SSH include those headquarters
within the Services, other than Service headquarters and the headquarters of
the Service component commands.
kk. Single Service Logistic S 2prt Mana err((SSLSM). The US Air Force has
been designated the SSLSM for the centrally acquired WWMCCS Standard
System equipment.
11. Single Service Training Manager (SSTM). The US Air. Force has been
designated the SSTM for the management of common train=ng of personnel for
the WWMCCS Standard System.
iron. Software, AtniLication. Computer programs which directly support the
operational mission of their respective commanu and control system. For
example, programs which are used to monitor status of resource deployment/
employment, evaluate the feasibility of same, and assess the effect on other
operational commitments. Also referred to as mission support programs.
nn. Software, System. Computer programs which augment the ADP hardware to
provide a systems environme.,_. I'hosa programs support the operation of the
functional programs. Examples of nonfunctional or system support programs
include executive routines, Teneralized file generation. and maintenance
programs, generalized retrLooisL irid report generation programs, utility
programs, and generalized diiplay programs. Also referred to as system
support programs.
coo. Software, Standard. That WWMCCS software, system or application, which
has been designated as standard by the Joint Chiefs of Staff. The standard
software is normally developed, tested, maintained, documented, and
distributed to users by a single command/agency designated by the Joint
Chiefs of Staff.
pp. Successor Contracting Officer (SCO). The SCO functions are performed by
the US Air Force. The'_SCO is the single spokesman for the Government on all
contractual matters relating to the WWMCCS Standard System contract.

qq. System Change Proposal (SCP). The SCP is that document or documents
which provide the technical details of system changes. The SCP may be a
copy or abstract from existing Service/agency documentation and is provided to
assist in the evaluation of the impact of proposed system changes on standard
system capabilities.
rr. System Development Notification (SDN). The SDN is a notification in
letter form of a planned or proposed ardware/software acquisition or change.
ss. Technical Administrative Support. That support provided by special staff
functions directly related to command and control of forces. Support provided
by quartermaster, transportation, environmental services, etc.
tt. Validat.inc. Validation of WWMCCS improvements/modifications represented
by Offs is a determination by competent authority:
(1) That. the OR is consistent with an assigned mission and with overall
WWMCCS objectives.
(2) That. there are potential candidates to satisfy the OR that are
economically sound and technically feasible.
(3) That such potential candidates should be included in subsequent
conceptual and development efforts to satisfy the OR.
uu. WWMCCS OR. A need established by competent authority justifying the
allocation of resources to achieve a capability to satisfy partially or
completely a WWMCCS objective.
